EFEKTIVITAS PENGGUNAAN DANA BIAYA OPERASIONAL PERGURUAN TINGGI NEGERI (BOPTN) DI FAKULTAS GEOGRAFI UNIVERSITAS GADJAH MADA

Penelitian ini bertujuan untuk mengetahui efektivitas penggunaan dana bantuan operasional perguruan tinggi negeri pada Fakultas Geografi UGM. Efektifitas penggunaan dana dilihat dari laporan alokasi dan realisasi anggaran dana BOPTN, kualitas layanan yang disediakan oleh fakultas dan data kualitatif dari pengelola dana BOPTN. Metode penelitian ini adalah deskriptif kualitatif didukung dengan data kuantitatif. Populasi dalam penelitian ini adalah laporan anggaran dan realisasi belanja BOPTN periode 2013 dan 2014, mahasiswa angkatan 2013 dan 2014 di Fakultas Geografi UGM. Tehnik pengambilan sampel menggunakan purposive sampling, dengan jumlah responden 136 mahasiswa. Pengumpulan data dilakukan dengan cara dokumentasi, kuisioner, wawancara dan triangulasi. Hasil penelitian menunjukkan bahwa terdapat faktor-faktor yang mempengaruhi pelaksanaan penggunaan dana BOPTN di Fakultas Geografi UGM, yaitu keterlambatan alokasi dana ke fakultas yang berpengaruh pada tingkat efektifitas anggaran belanja, jumlah mahasiswa dan profesionalitas sumber daya manusia. Kontribusi adanya dana BOPTN adalah tercapainya kegiatan belanja bahan dan alat laboratorium. Tahun 2013 dan 2014, BOPTN belum memberikan dampak positif. Hal tersebut disebabkan, jumlah alokasi dana ke fakultas yang sedikit sehingga belum mampu mengakomodasi semua kegiatan belanja operasional fakultas, dimana fasilitas fisik memainkan peranan penting dalam menciptakan kepuasan mahasiswa.

This study was aimed to determine the effectiveness of the usage of state university operational support in the Faculty of Geography of UGM. The effectiveness of the usage of the fund is observed from BOPTN fund budget allocation and realization reports, quality of services provided by the faculty and qualitative data from managers of BOPTN fund. The method of this study is descriptive qualitative method supported by quantitative data. The population in this study was BOPTN budget and expenditure reports in 2013 and 2014, students of classes of 2013 and 2014 in the Faculty of Geography of UGM. The sampling technique was purposive sampling, with total respondents of 136 students. Data was collected by documentation, questionnaire, interview, and triangulation. The research result showed that there were factors influencing the usage of BOPTN fund in the Faculty of Geography of UGM, i.e. lateness of fund allocation to the faculty which affected the effectiveness of expenditure, total students and professionalism of human resources. The contribution of BOPTN fund was meeting laboratory material and equipment spending activities. In 2013 and 2014, BOPTN didn't have positive impact. It's because the allocated fund for the faculty was small so it couldn't accommodate all operational expenditures of the faculty as physical facilities play an important role in creating student satisfaction.
