Persepsi dan Ekspektasi Wisatawan Terhadap Implementasi Fisik Program Pengembangan Wisata Ziarah (Studi Kasus: Pulau Kemaro, Palembang)

INTISARI Kota Palembang adalah ibu kota provinsi Sumatera Selatan, dan merupakan waterfront city yang memiliki berbag ai macam objek wisata menarik, salah satunya adalah objek wisata ziarah di pulau Kemaro. Saat ini, objek wisata ziarah pulau Kemaro pemanfaatannya belum optimal dikarenakan implementasi fisik program pengembangan wisata ziarah pulau Kemaro belum terealisasi dengan baik, baru se batas rencana program pengembangan DED ( Detail Engineering Design). Hal ini disebabkan belum adanya kerjasama dengan investor (piha k swasta ) dan dana dari Pemerintah. Pada tinjauan pustaka teori utama yaitu Persepsi, m enurut Gibson, dkk ( 1989 : 87) adalah proses kognitif yang dipergunakan oleh individu, untuk menafsirkan dan memahami dunia sekitarnya. Ekspektasi menurut Boeree (2005) menjelaskan bahwa: Ekspektasi atau harapan sebagai sebuah kesenangan yang tidak konstan, yang muncul dari gagasan mengenai sesuatu di masa depan. Teori Pendukung: Edward Inskeep (1991:27 ) mengemukakan wisata ziarah diistilahkan dengan wisata religius (religious tourism ) adalah perjalanan wisata dengan maksud berziarah ke suatu tempat yang suci untuk sejumlah keperluan religius Penelitian ini bertujuan untuk mengetahui implementasi fisik program yang sudah diterapkan oleh Pemerintah dalam konteks pengem bangan wisata ziarah pulau Kemaro, mengetahui persepsi dan ekspektasi wisatawan terhadap implementasi fis ik program pengembang an wisata ziarah di pulau Kemaro , mengetahui respon Pemerintah terhadap pe rsepsi dan ekspektasi wisatawan, dan hasilnya untuk mengetahui arahan kebijakan dalam pengembangan wisata ziarah pulau Kemaro. Metode penelitian yang digunakan a dalah deskriptif kualitatif dan kuantitatif. Pengambilan data digunakan dengan pengamatan, kuesioner, dan wawancara kemudian dianalisis dengan menggunakan perhitungan statistik dengan skala likert melalui tabel skoring. Implmentasi fisik program pengembangan wisata ziarah pula u Kemaro saat ini hanya sebagian saja yang sudah terlaksana , yaitu penataan dermaga, konservasi bangunan sejarah, dan fasilitas kuliner. P rogram yang lain belum terlaksana dengan baik dikarenakan belum adanya kerjasama dengan investor dan dukungan dana dari Pemerintah. Hasil penelitian ini menunjukkan bahwa terdapat kesamaan dan perbedaan antara persepsi dan ekspektasi wisatawan serta respon Pemerintah terhadap te ma kesakralan, keunikan, natural, dan operasional. Kesimpulan dari persepsi dan ekspektasi wisatawan terhadap implementasi fisik program pengembangan wisata ziarah pulau Kemaro, adanya arahan kebijakan yang menyesuaikan fungsi pulau Kemaro sebagai wisata ziarah. Pada arahan kebijakan tema kesakralan, keunikan, serta natural sangat diutamakan dalam wisata ziarah pulau Kemaro, kemudian tema operasional sebagai sarana pendukung dalam pengembangan wisata ziarah di pulau Kemaro.

ABSTRACT Palembang is the capital city of the province of South Sumatra, and a waterfront city that has a wide range of attractions, one of which is a pilgrimage tourist attraction on Kemaro island. Currently, the utilization of the pilgrimage attraction on Kemaro island is not optimal due to the physical implementation of the pilgrimage tourism development program on Kemaro island is unrealized well, it is merely a DED development program (Detail Engineering Program ). This is due to the lack of cooperation between investors (the private sector) and funding from the Government. In the literature review , the main theor y is perception, according to Gibson, et al (1989: 87) it is a cognitive process that is used by individuals, to interp ret and to understand the world around them. Expectations according to Boeree (2005) explain that: Expectation or expectations as a pleasure is not constant, which arises from the idea of something in the future. The s upporting theory: Inskeep (1991: 27) argues that pilgrimage tourism termed religious (religious tourism) is a sightseeing trip with the intention of pilgrimage to a sacred place for some religious purposes . This study aims to determine the physical implementation s of the program which have been implemented by the Government in the context of the development of pilgrimage tourism on Kemaro island, know ing the perceptions and the expectations of tourists to the physical implementation s of the development programs of the pilgrimage tourism on Kemaro island, knowing the Government's response to the perception and the expectations of tourists, and the results to find out policy direction in the development of the pilgrimage tourism on Kemaro island. The method used was descriptive qualitative and quantitative. The data collection techniques used were observation, questionnaires, and interviews and then analyzed using statistical calculations with a Likert scale through the scoring table. The physical implementations of the pilgrimage tourism devel opment program on Kemaro island currently has only partially implemented, namely the arrangement of harbour , the conservation of historical buildings, and culinary facilities. Other program s have not been perform ed well due to the lack of cooperation betwe en the investors and financial support from the Government. The results showed that there are similarities and differences between the perceptions and the expectations of tourists as well as the Government's responses to the sacred, unique, natural, and op erational themes . The conclusion of the perceptions and the expectations of tourists to the physical implementation of the pilgrimage tourism development programs on Kemaro island is the policy directives that customize Kemaro island ’s function as a pilgrimage. On the policy directives of the sacred, uniqueness, as well as natural theme s are preferred in pilgrimage tourism on Kemaro island, then the operational theme as a means of supporting the development of pilgrimage tourism on Kemaro island.
