PENILAIAN KENDARAAN DINAS UNTUK TUJUAN PELAPORAN KEUANGAN DI SEKRETARIAT DEWAN PERWAKILAN RAKYAT DAERAH KABUPATEN KEPULAUAN MENTAWAI

Penilaian kendaraan dinas Sekretariat Dewan Perwakilan Rakyat Kabupaten Kepulauan Mentawai menerapkan teknik Quality Rating Value Estimation (QRVE). Teknik Quality Rating Value Estimation (QRVE) bertujuan untuk mengetahui pengaruh nilai tingkat kualitas (QS) faktor umur kendaraan, kondisi mesin, perawatan, kondisi body eksterior dan interior, kondisi roda, kondisi starter serta kelengkapan atribut kendaraan yang merupakan variabel independen terhadap nilai kendaraan dinas Sekretariat Dewan Perwakilan Rakyat Kabupaten Kepulauan Mentawai sebagai variabel dependennya. Di dalam mendapatkan nilai kendaraan yang sesuai dengan keadaan kondisi pada tanggal penilaian, uji statistik yang digunakan dalam metode ini adalah regresi linier sederhana dengan mengunakan software eviews 7. Dari hasil perhitungan teknik Quality Rating Value Estimation (QRVE) dan analisa data salah satu kendaraan dinas yang dinilai, di dapat bahwa estimasi nilai kendaraan adalah Rp206.000.000 dan r-square sebesar 0,836. Hal ini menunjukkan bahwa 83,6 persen nilai kendaraan dinas (Y) dapat dijelaskan oleh variabel Quality Score (QS), sedangkan sisanya 16,4 persen (100 persen sampai 83,6 persen) dijelaskan oleh faktor diluar quality score. Dari hasil analisa tersebut maka penelitian ini membuktikan bahwa variable independen faktor umur kendaraan, kondisi mesin, perawatan, kondisi body eksterior dan interior, kondisi roda, kondisi starter dan kelengkapan atribut kendaraan mempunyai pengaruh yang cukup signifikan terhadap penentuan variabel dependen nilai kendaraan.

Valuation on official vehicles of Regional House of Representative Secretariat of Mentawai Islands Regency is using Quality Rating Value Estimation (QRVE) technique. The purpose of QRVE technique is to determine the influence of Quality Score (QS) value on vehicles value. QS value is independent variables to determine vehicle value that consist of several factors i.e vehicles age, engine condition, maintenance, exterior and interior condition, tyre condition, starter condition, and the completeness of vehicles attribute. The dependent value itself is the value of vehicles. In order to determine the proper value of the vehicle that suit to vehicles condition on valuation date, statistical test conducted in this research. The test is simple linear regression, using Eviews7 software. From the calculation of QRVE technique and from data analysis on valued vehicle, it is known that estimated vehicle value is Rp206.000.000 and r-square value is 0.836. It is indicate that 83.6 percent of vehicle value can be explained by variable QS, while the rest is explained by other factors beside QS. From the analysis result, this research proved that independent variable tested in this research i.e vehicles age, engine condition, maintenance, exterior and interior condition, tyre condition, starter condition, and the completeness of vehicles attribute, possess quite significant influence to the determination of vehicle value as a dependent variable.
