IMPLEMENTASI PROSEDUR ADMISI PASIEN RAWAT INAP PESERTA JAMINAN KESEHATAN NASIONAL DI RSUD Dr. SOETOMO SURABAYA

Penelitian mengenai implementasi prosedur admisi pasien rawat inap peserta jaminan kesehatan nasional di RSUD Dr. Soetomo Surabaya bertujuan untuk mengetahui dan menganalisis faktor-faktor yang menyebabkan terjadinya kesenjangan pelaksanaan prosedur admisi dengan lonjakan pasien rawat inap di RSUD Dr. Soetomo. Penelitian ini menggunakan metode pendekatan yuridis empiris atau sosiologi hukum untuk meneliti efektivitas bekerjanya hukum didalam masyarakat dengan cara menelaah peraturan perundang-undangan berkaitan dengan prosedur admisi pasien rawat inap peserta jaminan kesehatan nasional di rumah sakit. Metode pengumpulan data dilakukan dengan penelitian kepustakaan yang diperoleh melalui studi dokumen dan penelitian lapangan untuk memperoleh data primer. Subjek penelitian penelitian ditentukan dengan menggunakan cara non random sampling dan sampel responden penelitian ditentukan menggunakan jenis purposive sample. Cara pengumpulan data primer melalui wawancara terararah. Analisis data menggunakan pendekatan kualitatif, bersifat deskriptif analitis. Berdasarkan hasil penelitian diperoleh kesimpulan bahwa faktor-faktor yang menyebabkan kesenjangan antara prosedur admisi dengan lonjakan pasien rawat inap di RSUD Dr. Soetomo antara lain beberapa pasien peserta jaminan kesehatan nasional yang berobat langsung mengakses fasilitas kesehatan lanjutan ketika membutuhkan layanan kesehatan. Manajemen rumah sakit kurang responsif terhadap kebutuhan sarana prasarana. Pengelolaan sistem informasi rujukan yang belum terpadu antara fasilitas kesehatan yang merujuk pasien dengan fasilitas kesehatan yang dituju. The research on the implementation of admission procedure for inpatients participating in national health insurance at Dr. Soetomo General Hospital Surabaya aims to find out and to analyze the factors that cause the occurrence of gaps between the implementation of admission procedure and the increase number of inpatients at Dr. Soetomo General Hospital. This study employed the method of empirical juridical approach or law sociology to examine the effectiveness of law practice in the society by way of reviewing legislation related to admission procedure of inpatients with national health insurance at the hospital. The data collection method was library research and the data were obtained through the study of documents and field research to obtain primary data. The research subject was determined by using non-random sampling and the sample of the research respondents was determined by using a type of purposive sample. The primary data collection was conducted through a structured interview. The data analysis used was qualitative approach, descriptive analytical in nature. Based on the research results, the conclusions obtained were that the gap between the procedure of admission and the increase number of inpatients at Dr. Soetomo General Hospital among others were caused by several factors, namely some patients participating in national health insurance sought direct access to advanced health facilities when in need of health care services. Hospital management is less responsive to the needs of facilities. The management of referral information system has not been integrated between the health facility that refer the patients and the health facility to which it is sent.
