Strategi Suplai Barang Menggunakan Analisis Portofolio Pembelian di Perusahaan Minyak dan Gas Bumi Lepas pantai (Studi Kasus CNOOC SES Ltd.)

Selain itu, keberhasilan proses eksplorasi dan produksi di perusahaan migas ditentukan pula oleh suplai barangnya, karena adanya keterlambatan dan kesalahan suplai barang dapat berakibat fatal pada proses produksi. Proses pembelian barang di CNOOC SES berjalan kurang efektif, terlihat dari tingginya jumlah PO spot untuk nilai pembelian yang kecil sehingga beban kerja buyer menjadi tinggi, lead time suplai barang seringkali lebih lama. Strategi suplai barang yang tepat dapat ditentukan untuk mengatasi permasalahan di atas, yaitu dengan cara menentukan faktor-faktor perilaku pembelian di CNOOC SES dan mengetahui posisi barang yang dibeli menggunakan model Portfolio Pembelian. Model Portfolio Pembelian Kraljic membagi barang/komoditi ke dalam empat kuadran berdasarkan dampak keuntungan dan resiko suplai, yaitu critical, bottleneck, routine, dan leverage.
Supply Chain holds an important role in providing the production section to minimize operational expenses due to 2/3 of operational expenses PSC Contractor functioned through procurement. Added to that, the success of exploration processes and production in an oil and gas company were determined by its supplies, because, if there was a failure delivery and good providence may result heavily on the production process. The procurement process at CNOOC SES is not running effectively, as it can be seen over the high cost of spot PO for some insignificant value of purchase value so that the buyer workload respectively high, lead time for good acquisition takes longer than normal, most of the time. The right strategy of good acquisition may determine in solving the mentioned problem, whereas the way would be to determine purchasing behavior factors at CNOOC SES and to locate the good position that has been bought using the Purchasing Portfolio method. The Kraljic Purchasing Portfolio Model divides good/commodity into 4 (four) quadrants based on supply risk and profit influence, and they were critical, bottleneck, routine and leverage.
