Implementasi Kebijakan Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan di Puskesmas Godean I (PUGOSA)

Kesehatan sebagai salah satu HAM mendasar menjadi suatu hal penting yang perlu diperhatikan dalam kehidupan ini. Pemerintah Indonesia mewujudkan jaminan kesehatan sebagai satu dari enam jaminan sosial yang diselenggarakan oleh BPJS Kesehatan yang bekerja sama dengan fasilitas kesehatan seperti Puskesmas Godean I atau biasa disingkat menjadi PUGOSA yang berada di Kabupaten Sleman. Penelitian ini menganalisis proses implementasi kebijakan BPJS Kesehatan di PUGOSA dengan metode kualitatif deskriptif dengan pendekatan studi kasus. Penelitian ini juga bertujuan untuk memberikan gambaran dari pengaruh faktor komunikasi yang George C. Edwards III sebutkan melalui teorinya di dalam proses implementasi kebijakan BPJS Kesehatan di PUGOSA. Hasil observasi dan wawancara menunjukkan proses implementasi kebijakan BPJS Kesehatan di PUGOSA dipengaruhi oleh faktor komunikasi yang efektivitasnya ditentukan oleh komponen transmisi, kejelasan, dan konsistensi. Faktor komunikasi memiliki peran dalam kegiatan pelayanan kesehatan oleh PUGOSA, termasuk penyaluran informasi seputar program kebijakan BPJS Kesehatan yang terjadi di antara BPJS Kesehatan Kabupaten Sleman, PUGOSA, dan pasien BPJS Kesehatan yang ada di wilayah kerja PUGOSA. Terdapat beberapa tantangan dan kendala yang ditemui PUGOSA dalam implementasi kebijakan tersebut, terutama mengenai komunikasi di dalam prosesnya, tetapi PUGOSA dan pihak terlibat tetap mengusahakan hal tertentu yang terbaik, baik sebagai tindakan pencegahan maupun sebagai solusi dari permasalahan yang ada. 

Health, as one of the fundamental human rights, is a crucial aspect that must be prioritized in life. The Indonesian government has established health insurance as one of the six social security programs administered by BPJS Kesehatan in collaboration with health facilities such as the Godean I Community Health Center (Puskesmas Godean I), commonly abbreviated as PUGOSA, located in Sleman Regency. This study analyzes the implementation process of BPJS Kesehatan policies at PUGOSA using a descriptive qualitative method with a case study approach. It also aims to provide an overview of the influence of communication factors identified by George C. Edwards III in his theory on the implementation process of BPJS Kesehatan policies at PUGOSA. The results of observations and interviews indicate that the implementation process of the BPJS Kesehatan policy at PUGOSA is influenced by communication factors, the effectiveness of which is determined by the components of transmission, clarity, and consistency. Communication factors play a role in PUGOSA’s health care services, including the dissemination of information regarding the BPJS Kesehatan policy program that takes place between BPJS Kesehatan in Sleman Regency, PUGOSA, and BPJS Kesehatan patients within PUGOSA’s service area. PUGOSA encountered several challenges and obstacles in implementing this policy, particularly regarding communication during the process. However, PUGOSA and the parties involved made every effort to do their best, both as preventive measures and as solutions to the existing problems.
