Analisis Faktor - Faktor Yang Memengaruhi Penerimaan dan Penggunaan e Kinerja BKN pada Dinas Kesehatan Kabupaten Barito Selatan

Hasil laporan evaluasi kinerja Aparatur Sipil Negara (ASN) Kabupaten Barito Selatan menunjukkan tren penurunan penggunaan e Kinerja BKN di Kabupaten Barito Selatan meskipun Kabupaten Barito Selatan memiliki indeks SPBE kategori baik. Penurunan penggunaan e Kinerja BKN tertinggi ditemukan pada Dinas Kesehatan Kabupaten Barito Selatan. Hal ini menandakan adanya permasalahan dalam penerimaan dan penggunaan e Kinerja BKN pada Dinas Kesehatan Kabupaten Barito Selatan. Oleh karena itu dilakukan penelitian untuk menganalisis faktor - faktor yang memengaruhi penerimaan dan penggunaan e Kinerja BKN menggunakan integrasi teori UTAUT. Model UTAUT digunakan untuk mengidentifikasi penerimaan dan penggunaan e Kinerja BKN oleh Aparatur Sipil Negara (ASN) di Dinas Kesehatan Kabupaten Barito Selatan. Moderasi budaya Hofstede dalam desain penelitian UTAUT digunakan dalam penelitian ini untuk mengetahui pengaruh budaya dalam memoderasi penerimaan dan penggunaan e Kinerja BKN pada Dinas Kesehatan Kabupaten Barito Selatan. Metode analisis menggunakan Structural Equation Modeling-Partial Least Squares (SEM-PLS), data dikumpulkan melalui kuesioner di Dinas Kesehatan Kabupaten Barito Selatan beserta unit-unit organisasi di bawahnya. Hasil penelitian menunjukkan bahwa social influence dan effort expectancy berpengaruh positif terhadap behavioral intention. Use behaviour dipengaruhi langsung oleh facilitating condition, effort expectancy dan performance expectancy. Sementara performance expectancy tidak berpengaruh terhadap behavioral intention dan behavioral intention tidak berpengaruh terhadap use behaviour ASN dalam penggunaan e Kinerja BKN di Dinas Kesehatan Kabupaten Barito Selatan. Budaya Hofstede juga tidak ditemukan memoderasi pengaruh UTAUT dalam penerimaan dan penggunaan e Kinerja BKN pada Dinas Kesehatan Kabupaten Barito Selatan. Diasumsikan terdapat faktor lain yang memengaruhi penerimaan dan penggunaan e Kinerja BKN oleh ASN selain faktor UTAUT yaitu alienasi kebijakan dan technological overload.

The results of the performance evaluation report for the Civil Servants (ASN) of South Barito Regency show a downward trend in the use of e Kinerja BKN in South Barito Regency, even though the regency has a good SPBE index. The highest decline in the use of e Kinerja BKN was found in the South Barito Regency Health Office. This indicates a problem with the acceptance and use of e Kinerja BKN in the South Barito Regency Health Office. Therefore, this study was conducted to analyze the factors influencing the acceptance and use of the e Kinerja BKN using an integration of the UTAUT theory. The UTAUT model was used to identify the acceptance and the use of the e Kinerja BKN by Civil Servants (ASN) at the South Barito Regency Health Office. Hofstede's cultural moderation in the UTAUT research design was employed in this study to determine the influence of culture in moderating the acceptance and use of the e Kinerja BKN at the South Barito Regency Health Office. This analysis method used was Structural Equation Modeling-Partial Least Squares (SEM-PLS); data were collected via a questionnaire administered by the South Barito Regency Health Office and its subordinate organizational units. The results of the study indicate that social influence and effort expectancy have a positive effect on behavioral intention. Use behaviour is directly influenced by facilitating condition, effort expectancy, and performance expectancy. Meanwhile, performance expectancy does not influence behavioral intention, and behavioral intention does not influence the use behaviour of civil servants regarding the e Kinerja BKN at the South Barito Regency Health Office. Hofstede's cultural dimensions were also not found to moderate the UTAUT effect on the acceptance and use of the e Kinerja BKN at the South Barito Regency Health Office. It is assumed that there are other factors influencing the acceptance and use of the e Kinerja BKN by civil servants besides the UTAUT factors, namely policy alienation and technological overload.
