The construction of the Solo-Yogyakarta-YIA Kulon Progo Toll Road Section 2.2 B plays a vital role in supporting inter-regional connectivity and access to the Yogyakarta International Airport (YIA). Therefore, a road with structural pavement reliability is required to support the mobility of logistics and passengers. However, in reality, pavements often experience premature failure, effectively reducing the design life. Premature damage can be caused by factual traffic loads exceeding the design capacity, both in terms of volume (repetition) and vehicle load (overloading). This study aims to compare the thickness and cost of flexible pavement using the Road Pavement Design Manual (Manual Desain Perkerasan Jalan or MDPJ) 2024 method and the Component Analysis Method (Metode Analisa Komponen or MAK) SKBI 1987, by considering the factual overloading conditions from the Kulwaru Weighbridge (Jembatan Timbang) and standard Vehicle Damage Factor (VDF) values.
The pavement thickness design was conducted using the MDPJ 2024 and MAK SKBI 1987 methods, utilizing factual VDF values from the Kulwaru Weighbridge. The technical design data, including traffic data, soil bearing capacity, technical specifications, and road characteristics, were secondary data obtained from PT Jasamarga Jogja Solo. The cost analysis was based on the Unit Price Analysis of Work (AHSP) for Pavement Structure Works from the Directorate General of Highways (Bina Marga).
Under standard load conditions, the MDPJ method yielded a relatively thicker pavement design compared to the MAK SKBI 1987 method; however, under the factual overloading conditions from the Kulwaru Weighbridge, it resulted in a thinner pavement design. Specifically, under standard load conditions, MDPJ 2024 resulted in a pavement thickness of 83.5 cm, while MAK SKBI 1987 resulted in 75 cm. However, with the factual overloading scenario from the Kulwaru Weighbridge, the pavement thickness increased by 6.5 cm (+7.78%) for MDPJ 2024 and increased significantly by 19 cm (+25%) for the MAK SKBI 1987 scenario. The calculation results of pavement cost per kilometer for the Solo-Yogyakarta-YIA Toll Road Section 2.2 B with the factual overloading scenario from the Kulwaru Weighbridge showed a cost increase of 7.7% - 16.6% for the MDPJ 2024 method and 9.02% - 33.75% for the MAK SKBI 1987 method.
