The phenomenon of delayed payments from project owners to contractors remains a major issue in government construction projects in North Sumatra. This problem impacts contractors’ cash flow, reduces productivity, and causes delays in project completion. Although similar issues have been widely studied in various countries, research focusing on this problem from the perspective of local government as the project owner remains limited. This study aims to identify the factors causing payment delays, determine the priority of these factors, and formulate strategies to address the five factors with the highest priority weights.
The methodology employed combines the Analytical Hierarchy Process (AHP) to determine the weights of each criterion and sub-criterion, with the Delphi method to achieve consensus on strategies through iterative stages. Data were collected through an initial literature review, interviews, and questionnaires distributed to respondents experienced in managing local government construction projects in North Sumatra.
The study identified the five main factors contributing to payment delays: regional cash flow imbalance (0.146), delayed fund transfers from the central government (0.104), complex bureaucracy in payment submission (0.092), limited communication among stakeholders (0.089), and poor budget planning (0.087). Strategies derived through the Delphi method include optimizing local revenue absorption (PAD), adjusting activity schedules to align with regional cash conditions, enhancing coordination and compliance with central administrative regulations, digitizing the submission and verification of documents, and utilizing historical data in budget planning. This study contributes to strengthening the financial governance of local government construction projects by offering practical strategies to minimize payment delays to contractors.
