CLICKTIVISM/SLACKTIVISM DAN AGENDA SETTING KEBIJAKAN: (Studi Kasus Kebijakan Pengembangan Kawasan Kayutangan Heritage di Kota Malang)

The effectiveness of digital political participation, or clicktivism, in influencing public policy is frequently debated, with some critics dismissing it as superficial slacktivism. This study analyzes how the practice of clicktivism on social media became an integral part of the policy agenda-setting process for the development of the Kayutangan Heritage Area in Malang City. This study focuses on how the public's framing of issues in the digital sphere is interpreted and responded to by the local government, thereby shifting policy priorities.
This study employs a qualitative approach with a case study method. Data were collected through content analysis of the social media platform Twitter/X from 2020 to 2022 and in-depth interviews with policymakers in the Malang City Government. The analysis utilizes Robert Entman's framing model to dissect digital public discourse and a four-stage agenda-setting framework.
The findings indicate that clicktivism in the Kayutangan case was not merely symbolic activism but rather an effective mechanism for public oversight. Public criticism on social media evolved from functional-technical issues in 2020 (e.g., traffic congestion, flooding, a superficial heritage concept) to managerial issues in 2021 (e.g., unintegrated traffic and parking policies), culminating in ethical and structural issues in 2022 (e.g., allegations of budget mark-ups). This digital public pressure tangibly influenced all stages of agenda-setting by: (1) serving as the primary channel for problem definition; (2) triggering internal discussions and providing input for policy proposals (proposal agenda); (3) acting as a bargaining force that compelled the government to revise designs, improve technical specifications, and even cancel policies (bargaining agenda); and (4) fostering the emergence of adaptive governance through new monitoring systems and standard operating procedures (continuing agenda). This study concludes that clicktivism has democratized the local-level agenda-setting process by accelerating the policy feedback cycle and enhancing government accountability.
