Loyalitas dan Solidaritas Di Atas Integritas : Dinamika Psikologis Kepatuhan Polisi Indonesia Terhadap Subkultur Blue Wall of Silence

Blue wall of silence (BWoS) yang merupakan konspirasi bisu diantara polisi untuk melindungi penyimpangan polisi lain, diklaim sebagai subkultur yang bertanggung jawab atas beberapa penyimpangan di institusi kepolisian. BWoS mengakar kuat secara global di berbagai negara termasuk di Indonesia. Hal ini akan menjadi permasalahan krusial bagi negara karena dapat mengakibatkan krisis kepercayaan masyarakat terhadap polisi dan memicu sikap abai terhadap hukum. Selama ini penelitian-penelitian tentang subkultur BWoS lebih banyak terfokus pada perbedaan kontur BWoS di berbagai negara, predicktor BWoS serta keterhubungan BWoS dengan aspek-aspek individual, organisasional dan sosial yang lebih banyak dikaji dengan menggunakan perspektif sosiologis, minim sekali yang menggunakan perspektif psikologis. Tujuan penelitian ini adalah mendapatkan pemahaman tentang landasan konseptual dari dinamika psikologis kepatuhan polisi terhadap subkultur BWoS. Studi ini dilakukan dalam dua tahap yakni studi (1) bertujuan untuk menemukan eksistensi BwoS dalam praktek kepolisian di Indonesia dan studi (2) bertujuan untuk menemukan dan memahami proses pembentukan kepatuhan polisi Indonesia terhadap BWOS. Penelitian ini menggunakan pendekatan kualitatif dengan desain survey kualitatif dan fenomenologi deskriptif. Angket pertanyaan terbuka dan wawancara mendalam digunakan sebagai teknik pengumpulan data. Teknik purposive sampling diterapkan untuk memperoleh 117 partisipan pada studi satu dan 19 partisipan pada studi dua. Keseluruhan partisipan bekerja di salah satu kepolisian daerah (Polda) yang ada di pulau Jawa. Teknik analisis data menggunakan descriptive phenomenological analysis (DPA) sedangkan teknik validitas data menggunakan triangulasi dan penulisan secara detail temuan penelitian. Penelitian ini menemukan tiga temuan penting. Temuan (1) eksistensi subkultur BWoS di Polri yang salah satu buktinya berbentuk sikap diam sementara atas penyimpangan rekan polisi. Hal ini menjadi temuan unik yang belum pernah ditemukan dalam studi-studi terdahulu. Temuan (2) model konseptual kepatuhan polisi Indonesia terhadap subkultur BWoS yang terdiri dari unsur penyebab, preskripsi dan hasil yang terefleksikan dari tujuh tema yakni: (a) Solidaritas berbasis penderitaan; (b) loyalitas buta berbasis disorientasi proteksi; (c)relasi harmoni berbasis penyimpangan jiwa korsa;(d) ketidakberfungsian sistem organisasi; (e) pembelaan masyarakat terselubung; (f) ketidakberimbangan kontrol sosial dan (g) pembelaan selektif. Temuan (3) Esensi tema yang berupa abstraksi yang merefleksikan kepatuhan polisi Indonesia terhadap subkultur BWoS: polisi dengan serangkaian teknik tempaan fisik dan mental, terdidik untuk dibentuk menjadi piranti pendukung relasi harmoni demi pencapaian kemenangan bersama yang merupakan harapan ideal institusi. Hal ini mendesak ketidaksadaran polisi mendisorientasi spirit jiwa korsa untuk memposisikan loyalitas dan solidaritas di atas integritas (mengabaikan norma moral & hukum untuk mematuhi BWoS).

The blue wall of silence (BWoS), which is a conspiracy of silence among police to protect other police misconduct, is claimed to be the subculture responsible for some of the abuses in police institutions. BWoS is deeply rooted globally in various countries including Indonesia. This will be a crucial problem for the state as it can lead to a crisis of public confidence in the police and trigger a disregard for the law. So far, research on the BWoS subculture has focused more on the different contours of BWoS in various countries, BWoS predictors and the relationship between BWoS and individual, organizational and social aspects which are mostly studied using a sociological perspective, with very few using a psychological perspective.The purpose of this study is to gain an understanding of the conceptual basis of the psychological dynamics of police compliance with the BWoS subculture. This study was conducted in two stages, namely study (1) aimed at discovering the existence of BWoS in police practices in Indonesia and study (2) aimed at discovering and understanding the formation process of Indonesian police adherence to BWoS. This study used a qualitative approach with a qualitative survey design and descriptive phenomenology. Open-ended questionnaires and in-depth interviews were used as data collection techniques. A purposive sampling technique was applied to obtain 117 participants in study one and 19 participants in study two. All participants worked in one of the regional police forces (Polda) on the island of Java. Data analysis techniques used descriptive phenomenological analysis (DPA) while data validity techniques used triangulation and detailed writing of research findings. This study found three important findings. Finding (1) the existence of the BWoS subculture in the Police, one of the evidences of which takes the form of temporary silence on the irregularities of police colleagues. This is a unique finding that has never been found in previous studies. Findings (2) a conceptual model of Indonesian police adherence to the BWoS subculture consisting of elements of causes, prescriptions and outcomes reflected in seven themes namely: (a) suffering-based solidarity; (b) blind loyalty based on protection disorientation; (c) harmony relations based on deviation of the korsa soul; (d) dysfunctional organizational system; (e) covert public defense; (f) imbalance of social control and (g) selective defense. Finding (3) The essence of the theme in the form of abstraction reflecting the Indonesian police's adherence to the BWoS subculture: the police, through a series of physical and mental forging techniques, are educated to be molded into a tool supporting harmonious relations for the achievement of collective victory, which is the ideal expectation of the institution. This urges police unconsciousness to disorient the spirit of korsa to position loyalty and solidarity above integrity (ignoring moral & legal norms to comply with BWoS).
