Kepuasan Petani terhadap Program Asuransi Usahatani Padi di Kabupaten Kulon Progo

Program Asuransi Usahatani Padi (AUTP) merupakan program pemerintah untuk membantu petani mengurangi risiko kegagalan panen akibat bencana alam, banjir, kekeringan, dan serangan OPT sehingga petani tidak kehilangan sumber penghasilan dan modal untuk musim tanam berikutnya. Penelitian bertujuan untuk menganalis karakteristik petani peserta Program AUTP di Kabupaten Kulon Progo, menganalisis tingkat kepuasan petani peserta Program AUTP di Kabupaten Kulon Progo, dan menganalisis atribut yang menjadi prioritas utama perbaikan Program AUTP di Kabupaten Kulonprogo. Penelitian ini menggunakan metode analisis Customer Satisfaction Index (CSI) untuk menentukan tingkat kepuasan petani dan metode Importance Perfomance Satisfaction (IPA) untuk mengetahui atribut yang menjadi prioritas untuk perbaikan. Hasil penelitian ini menunjukan bahwa karakteristik petani yang menerima program AUTP rata-rata menempuh Pendidikan selama 8,5 tahun dan, berumur 50 tahun , dengan jenis kelamin laki-laki 67% dan perempuan 33%, dan mempunyai luas lahan kurang dari 500 m2 dan pernah mengikuti AUTP selama 3 kali musim tanam, kepuasan petani terhadap keseluruhan atribut program AUTP ada pada tingkat puas yaitu 68,99%, dan atribut yang menjadi prioritas utama untuk diperbaiki kinerjanya yaitu, petugas bertanggung jawab memberikan keterangan dalam hal keterlambatan pemberian klaim sehingga petani merasa terjamin, desain formulir pendaftaran yang terlihat mudah dimengerti oleh petani, petugas terlihat berpenampilan rapi dan sopan, dan lokasi kantor PT Jasindo yang dapat dijangkau dengan mudah. ABSTRACT Asuransi Usahatani Padi (AUTP) Program is a government crop insurance program to help farmers reduce the risk of crop failure due to natural disasters, floods, droughts, and pest attacks so that farmers do not lose their source of income and capital for the next planting season. This study aims to analyze the characteristics of farmers participation in the AUTP Program in Kulon Progo Regency, analyze the level of satisfaction of farmers participation in the AUTP Program in Kulon Progo Regency, and analyze the attributes as main priorities for improving the AUTP Program in Kulon Progo Regency. This study uses the Customer Satisfaction Index (CSI) analysis method to determine the level of farmer satisfaction and the Importance Performance Satisfaction (IPA) method to determine the priority attributes for improvement. The results of this study indicate that the characteristics of farmers who receive the AUTP program are an average of 8.5 years of education and, 50 years old, 67% male and 33% female, and have a land area of less than 500 m2 and have never following AUTP for 3 planting seasons, farmer satisfaction with all attributes of the AUTP program is at a satisfaction level is 68.99%, and the attribute as main priority for improving its performance is the officer responsibility for providing information of delays in granting claims so farmers feel guaranteed, the design of the registration form that looks easy to understand by farmers, the officer look neat and polite, and the location of the PT Jasindo office that can be easily reached.
