PROTOTIPE LAYANAN PUBLIK BERBASIS ANDROID PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN SRAGEN

Memiliki dokumen kependudukan dan pencatatan sipil seperti : Kartu Tanda Penduduk Elektronik (KTP-El), Kartu Identitas Anak, Kartu Keluarga, Surat Pindah, Akta Kelahiran, Akta Kematian, Akta Perkawinan, dan Akte Perceraian adalah suatu kewajiban bagi setiap warga negara. Tetapi ternyata cakupan kepemilikan beberapa dokumen kependudukan di Kabupaten Sragen belum memenuhi target Kementrian Dalam Negeri, karena masih banyak masyarakat yang lalai dan malas mengurus dokumen tersebut. Hal ini disebabkan oleh letak geografis domisili penduduk yang jauh dengan instansi terkait, kurangnya informasi kepada penduduk mengenai persyaratan pengajuan pembuatan dokumen kependudukan dan kualitas pelayanan yang belum maksimal semakin membuat masyarakat abai dengan kebutuhan yang akan menopangnya dalam menjalani kehidupan sebagai warga negara. Sedangkan dokumen kependudukan merupakan kunci untuk dapat mengakses segala pelayanan publik. Untuk mengatasi permasalahan diatas, maka dilakukan pengembangan prototipe aplikasi layanan publik pengurusan dokumen kependudukan dan pencatatan sipil dengan menggunakan metode prototyping. Kemudian hasil dari prototipe akan diuji fungsionalitasnya dengan metode blackbox testing dan pengujian usability menggunakan kuisioner System Usability Scale (SUS). Hasil dari pengembangan ini adalah berupa prototipe aplikasi layanan publik pengurusan dokumen kependudukan dan pencatatan sipil yang memiliki fitur untuk melihat persyaratan pengajuan pembuatan dokumen kependudukan, fitur melakukan cek data penduduk sekaligus memberikan informasi dokumen kependudukan apa saja yang telah dimiliki penduduk, fitur fasilitas terhubung ke halaman sosial pengguna untuk membagikan aktivitas pengguna dan juga terdapat fitur-fitur pelengkap yang bersifat informatif. Dari hasil pengujian blackbox yang dilakukan dapat diperoleh persentase hasil output yang dihasilkan sudah mencapai 100%. Maka fungsi-fungsi yang ditawarkan pada prototipe ini sudah sesuai dan dapat berjalan dengan baik. Dan dari hasil pengujian menggunakan metode SUS, rancangan prototipe mencapai nilai rata-rata tujuh puluh sembilan. Menurut acceptability ranges, nilai SUS masuk dalam kategori acceptable atau diterima oleh pengguna. Hasil tersebut menunjukan bahwa rancangan prototipe layak untuk diterapkan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sragen.

Having a population and civil registration documents such as Electronic Identity Card, Child Identity Card, Family Card, Move Letter, Birth Certificate, Death Certificate, Marriage Certificate, and Divorce Certificate is an obligation for every citizen. But the scope of ownership of several population documents in Sragen Regency not yet fulfill the target of the Ministry of Internal Affairs, because there are still many people who are negligent and reluctant to make that document. This is caused by the geographical location of citizens domicile that is far from the relevant agencies, limited information to citizens about requirements for submitting population documents and the quality of services that have not been maximized increasingly makes people neglect with the needs that will sustain them in living their lives as citizens. While population documents are the key to being able to access all public services. To overcome the above problems, it is necessary to develop a prototype of public service applications for managing population documents and civil registration using the prototyping method. Then the results of the prototype will be tested for functionality with the BlackBox testing method and usability testing using the System Usability Scale (SUS) questionnaire. The result of this prototype development are prototype of public service applications to make population and civil registration documents which has a feature to see the requirements for submitting population documents, feature to check population data at once provide information on any population documents that have been owned by citizens, feature to connect to the user's social page to share user activity, and also there are complementary features that are informative. From the results of the BlackBox testing, the resulting output has reached 100%. It means that the functions of these prototypes already appropriate and can work well. From the results of testing using the SUS method, the prototype design reached an average of seventy-nine. According to acceptability ranges, the SUS values included in the category acceptable or accepted by the user. These results indicate that the design of the prototype is feasible to apply in the Department of Population and Civil Registration of Sragen Regency.
