Evaluasi Pelaksanaan E-Retribusi Pasar dan Efektivitas, Efisiensi, serta Kontribusinya terhadap Pendapatan Asli Daerah (PAD) Kota Surakarta

Penelitian ini bertujuan untuk melakukan evaluasi terhadap efektivitas dan efisiensi program e-retribusi pasar serta mengetahui seberapa besar kontribusinya bagi Pendapatan Asli Daerah (PAD) Kota Surakarta. Hasil dari penelitian ini menunjukkan bahwa efektivitas yang diukur menggunakan indikator Campbell (1989) telah memenuhi indikator keberhasilan program dan kepuasan terhadap program tetapi belum dapat memenuhi indikator keberhasilan sasaran. Hal ini didukung dengan tingkat efektivitas e-retribusi pasar sebesar 78% dan masuk kategori kurang efektif. Kemudian, hasil dari analisis efisiensi program yang diukur menggunakan perbandingan antara tingkat input dan output menunjukkan bahwa e-retribusi berjalan dengan efisien. Hal ini didukung dengan tingkat efisiensi program sebesar 5829,68% dan masuk kategori sangat efisien. Kontribusi e-retribusi pasar terhadap PAD Kota Surakarta adalah sebesar 0,36%. Kendala dari pelaksanaan e-retribusi ini adalah mesin tap reader yang sering eror dan keterbatasan petugas bank dalam melayani pedagang saat ingin mengisi saldo rekening mereka.

This study aims to evaluate the effectiveness and efficiency of the market e-retribution program and find out how much the contribution to the Pendapatan Asli Daerah (PAD) of Surakarta City. The results of this study indicate that the effectiveness measured using the Campbell (1989) indicator has met the indicators of program success and program satisfaction but has not been able to meet the indicators of success of the target. This is supported by the level of effectiveness of market e-retribution by 78% and categorized as less effective. Then, the results of the program efficiency analysis measured using a comparison between the level of input and output indicate that e-retribution runs efficiently. This is supported by the level of program efficiency of 5829.68% and categorized as very efficient. The contribution of e-market retribution to the PAD of Surakarta City is 0.36%. The constraint of the implementation of e-retribution is the tap reader machine which errors quite often and not enough bank officers to serve the sellers.
