ANALISIS PEMILIHAN SUPPLIER UNTUK PELAKSANAAN PROYEK EPC PEMBANGKIT DI PT. REKADAYA ELEKTRIKA

Pertumbuhan ekonomi dan penduduk yang semakin berkembang menuntut kebutuhan listrik yang semakin besar. Untuk mewujudkan keinginan masyarakat, pemerintah meluncurkan program listrik 35000 MW untuk dapat menyalurkan kebutuhan supply listrik keseluruh negeri. Banyaknya perusahaan yang ingin ikut serta dalam mega proyek pemerintah ini, menyebabkan PT. Rekadaya Elektrika harus memiliki strategi yang tepat untuk dapat menghadapi tantangan di industri kelistrikan saat ini. Salah satu strategi yang ingin diwujudkan adalah menyusun proses tahapan pemilihan supplier yang tepat. Hal ini memiliki pengaruh terhadap kecepatan dan ketepatan pelaksanaan pengadaan barang dan jasa untuk kepentingan pelaksanaan proyek EPC Pembangkit. Penelitian ini betujuan untuk menganalisa kriteria-kriteria dalam pemilihan supplier serta bagaimana tahapan dalam proses pemilihan supplier. Pelaksanaan kegaitan procurement yang efisien dan efektif, dapat tercipta dari adanya tatacara dan aturan yang disepakati bersama yang tertuang dalam suatu SOP. Dengan adanya aturan / SOP yang akan dibuat akan membantu perusahaan untuk lebih efektif dan efisien dalam mencari pemasok untuk kegiatan operasional perusahaan. Objek dalam penelitian ini adalah PT. Rekadaya Elektrika, salah satu perusahaan EPC (Engineering, Procurement and Contruction) dibidang ketenagalistikan di Indonesia. Untuk menjadikan kegiatan procurement lebih teratur dan berjalan baik, maka diperlukan pembuatan SOP/aturan terkait pelaksanaan procurement tersebut. Penelitian ini bersifat deskriptif kualitatif. Metode yang digunakan adalah teknik observasi, wawancara dan dokumentasi. Teori kriteria pemilihan vendor digunakan untuk mencari faktor-faktor yang digunakan sebagai alat informasi dan filter dalam mencari vendor maupun Subcontractor untuk kepentingan proyek EPC Pembangkit, serta menyusun tahapan dalam pemilihan vendor dan Subcontractor. Faktor-faktor yang telah dipilih akan dibuat menjadi suatu template yang dibakukan dan disahkan oleh management serta tahapan pemilihan vendor akan dibuat menjadi suatu SOP di Satuan SCM. Hasil penelitian menunjukan bahwa perusahaan membutuhkan suatu SOP terkait pemilihan vendor untuk membantu pelaksanaan kegiatan procurement menjadi lebih baik dan efektif. Dengan proses procurement yang baik dan efektif akan membuat kegiatan operasional pelaksanaan proyek EPC Pembangkit menjadi lebih efisien.

Economic growth and an increasingly growing population demand a growing need for electricity. To realize the wishes of the community, the government launched a 35,000 MW electricity program to be able to distribute electricity supply needs throughout the country's. The number of companies that want to participate in this government mega project, causing PT. Rekadaya Elektrika must have the right strategy to be able to face the challenge in electrical industry today. One of the strategies that want to be realized is to arrange the process of choosing the right supplier. This has an effect on the speed and accuracy of the procurement of goods and services for the purpose of project implementation. This study aims to analyze the criteria in the selection of suppliers and how the stages in the supplier selection process. Implementation of efficient and effective procurement activities, can be created from the rules and rules agreed upon in the SOP. With the rules / SOPs that will be created will help companies to more effectively and efficiently in finding suppliers for the company's operational activities. The object of this research is PT. Rekadaya Elektrika, one of EPC (Engineering, Procurement and Contruction) company in the field of electricity in Indonesia. To make procurement activities more organized and running well, it is necessary to make SOPs / rules related to the implementation of the procurement. This research is descriptive qualitative. The method used is the technique of observation, interview and documentation. The theory of vendor selection criteria is used to look for factors used as an information and filter tool to find vendors and subcontractors for project purposes, and to arrange phases in the selection of vendors and subcontractors. Factors that have been selected will be made into a standardized template and endorsed by management and vendor selection stages will be made into a SOP in SCM Units. The results showed that the company needs a SOP related to vendor selection to help the implementation of procurement activities to be better and effective. With a good and effective procurement process will make the operational activities of project implementation to be more efficient.
