EVALUASI KEBIJAKAN SISTEM OPERASIONAL TERMINAL PETIKEMAS DOMESTIK PT. PELABUHAN TANJUNG PRIOK

Tujuan penelitian adalah untuk melakukan Evaluasi Kebijakan Penetapan Sistem Operasi Terminal (TOS) pada terminal petikemas domestik dengan menggunakan lima pendekatan dasar meliputi; keefektifan; kecukupan; pemerataan, responsivitas dan ketepatan yang dirasakan seluruh stakeholder dan untuk melakukan rancangan perbaikan (Roadmap) atas evaluasi Kebijakan Sistem Operasi Terminal (TOS) dalam rangka peningkatan Key Performance Indicators (KPI) PT. Pelabuhan Tanjung Priok. Kinerja terminal petikemas sangat penting bagi kapal dan pemilik kargo yang meminta layanan cepat. Kondisi eksisting Pelabuhan Tanjung Priok dalam melayani kegiatan bongkar muat membutuhkan waktu pelayanan rata-rata dua hari, hal ini belum memenuhi standar KPI yang sudah ditetapkan. Metodologi penelitian menggunakan kualitatif dengan pendekatan wawancara adapun teknik analisis menggunakan pendekatan USG (Urgency, Seriousness, Growth) adalah salah satu alat untuk menyusun urutan prioritas isu yang harus diselesaikan. Caranya dengan menentukan tingkat urgensi, keseriusan, dan perkembangan isu dengan menentukan skala nilai, isu yang memiliki total skor tertinggi merupakan isu prioritas. Hasil evaluasi atas Kebijakan Penetapan Sistem Operasi Terminal (TOS) pada terminal petikemas domestik, lima dimensi evaluasi meliputi; keefektifan, kecukupan, pemerataan, responsivitas dan ketepatan. Dari lima dimensi tersebut memperlihatkan berbagai aspek masalah yang muncul setelah penerapan TOS, pada dimensi keefektifan terlihat beberapa masalah diantaranya adalah over investment, keterbatasan ruang gerak, belum adanya modul planning yang terintegrasi dan sebagainya, pada dimensi kecukupan terdapat dua masalah yakni TOS belum menghadirkan visibility data output terminal dan BCH yang belum memnuhi standar KPI, sedangkan dimensi responsivitas meliputi masalah keterlibatan pihak ketiga. Dari hasil interpretasi masalah masing-masing dimensi dan indikator masalah yang ditemukan, USG menyusun skala peringkat prioritas untuk dilakukan rancangan peta perbaikan (Roadmap) dalam rangka evaluasi meliputi; pada pareto pertama (prioritas sangat penting) yakni pada dimensi Kecukupan pada dimensi ini yang menjadi masalah terbesar adalah BCH dan visibility data kedua indikator ini merupakan masalah yang sangat penting untuk dilakukan perbaikan secara menyeluruh sebagai program utama, prioritas kedua (prioritas penting) yakni pada dimensi responsivitas yakni pada indikator ; level TOS perlu ditingkatkan menuju arah digitalisasi, kedua prioritas ini relatif rasional dan penting mengingat ekspektasi pasar yang memang telah menghendakai adanya migrasi dari TOS eksisting menuju level yang lebih baik lagi dalam rangka penyempurnaan pelayanan, sedangkan pareto ketiga (prioritas cukup penting) atau program kerja menengah adalah pada dimensi efekvitas meliputi modul planning dan bisnis proses yang terstandar. Dari ketiga prioritas tersebut hasil penelitian mengidentikan dua prioritas yakni Prioritas I dan Prioritas Ke II merupakan sumbu utama yang harus sepenuhnya di lakukan perbaikan oleh Manajemen PT. Pelabuhan Tanjung Priok.

The objectives of this research is to evaluate the policy of Terminal Operating System (TOS) at domestic container terminal through program effectiveness, program coverage, equity of the perceived program of all stakeholders and to make a Roadmap for evaluation of the Terminal Operating System Policy (TOS) domestic container terminal in order to increase Key Performance Indicators (KPI) PT. Port of Tanjung Priok. The performance of container terminals is very important for ships and cargo owners who request fast service. The existing condition of Tanjung Priok Port in serving the loading and unloading activities requires an average of two days service time, it has not met the established KPI standards. Research methodology using qualitative with interview approach as for analysis technique using USG approach (Urgency, Seriousness, Growth) is one tool to arrange priority order of issue to be completed. How to determine the level of urgency, seriousness, and the development of issues by determining the value scale, the issue that has the highest total score is a priority issue. Evaluation of Terminal Operating System (TOS) Policy on domestic container terminal, five dimensions of evaluation include; effectiveness, coverage, equity, responsiveness and accuracy. Of the five dimensions show various aspects of the problems that arise after the implementation of TOS, the effectiveness dimensions seen some of the problems such as over investment, space limitations, the lack of integrated planning module and so on, on the dimensions of coverage there are two problems namely TOS has not presented visibility data output terminal and BCH that have not fulfilled the KPI standard, while the responsiveness dimension includes the problem of third party involvement. From the interpretation of the problem of each dimension and indicator of the problem found, the USG compiled the priority ranking scale for the draft improvement map (Roadmap) for evaluation including; in the first pareto (the priority is very important) ie on the dimension The coverage of this dimension is the biggest problem is the BCH and the visibility of the data of these two indicators is a very important problem for the overall improvement as the main program, the second priority (the important priority) that is on the dimension responsiveness ie on indicators; TOS levels need to be upgraded towards digitalization, these two priorities are relatively rational and important given market expectations that have hampered migration from existing TOS to better levels for service improvement, while the third pareto (priority is important) or intermediate work program is on the dimension of effectiveness covering module planning and business process standardized. Of the three priorities the results of the study identified two priorities namely Priority I and Priority II is the main axis that must be fully done by PT. Port of Tanjung Priok.
