KAJIAN PENGEMBANGAN KOTA BANDUNG DALAM MENGIMPLEMENTASIKAN SMART CITY

Kemajuan teknologi informasi dan komunikasi (TIK) serta kemajuan transportasi mendorong kota-kota di dunia semakin terus berkembang. Konsep pengembangan kota-kota di dunia semakin bervariasi mengikuti perkembangan TIK dunia dan diimplementasikan untuk meningkatkan taraf hidup penduduknya. Salah satu konsep pengembangan kota saat ini yang terus berkembang adalah smart city. Konsep smart city dibentuk dengan memasukkan semua unsur TIK dalam kehidupan sehari-hari. Adanya pengembangan smart city ini untuk mencari penyelesaian permasalahan kota yang ada selama ini serta menjawab tantangan perkotaan di masa depan. Pengembangan dan pengelolaan kota dengan memanfaatkan teknologi informasi dan komunikasi bertujuan untuk menghubungkan, memonitor serta mengendalikan berbagai sumberdaya yang ada di dalam kota. Dengan demikian pelayanan kota akan lebih efektif dan efisien. Kota Bandung merupakan salah satu kota besar di Indonesia yang telah menerapkan konsep smart city. Tujuan dari penelitian ini (1) menganalisis komponen smart city di Kota Bandung dan (2) menganalisis tahapan-tahapan dalam mengimplementasikan pengembangan smart city di Kota Bandung. Metode penelitian yang digunakan adalah metode kualitatif dengan pemilihan informan berdasarkan snowball sampling. Komponen smart city yang ada di Kota Bandung meliputi smart government, smart education, smart transportation, smart health, smart energy, smart surveilance, smart environment, smart social, smart payment & identity dan smart commerce. Dalam mengimplementasikan konsep smart city ini dilakukan secara bertahap. Proses pengembangan diawali dengan membentuk dewan smart city. Setelah konsep dibentuk mulai ada pembenahan infrastruktur di badan internal pemerintahan. Tahap berikutnya dilakukan pembenahan administrasi pemerintahan. Setelah pembenahan internal dilakukan pelayanan publik berbasis TIK. Pada tahapan akhir pengembangan diharapkan dapat menerapkan penggunaan teknologi yang lebih canggih. Faktor kesuksesan smart city di Kota Bandung sangat dipengaruhi faktor internal dari pemerintah seperti peran pemimpin, pendanaan serta peran pemerintah selaku aparat yang menjalani program dan regulator. Terdapat juga beberapa faktor pendukung lainnya seperti keberadaan teknologi, masyarakat sebagai pengguna, ketersediaan infrastruktur dan peran organisasi atau lembaga lain yang turut aktif menyukseskan program pemerintah.

The advancement of ICT and transportation encourage the development of cities around the world constantly evolving. The city development concepts are increasingly varied following the advancement of ICT, and this concept is implemented to impove the living standard of population. One of the current city development concept that continues to grow is the smart city. Smart city concept is formed by incorporating all elements of the ICT in everyday life. The smart city development try to find a solution of existing city problems, as well as answering the challenges of urban areas in the future. The aim of city development and management by utilizing information and communication technology are to connect, to monitor and to control various resources that available in the city. Thus the city services will be more effective and efficient. Bandung is one of the major cities in Indonesia that have implemented the concept of smart city. The purposes of this study are (1) to analyze the components of the smart city and (2) to analyze the stages in implementing smart city development in Bandung and (3) analyzing the success keys of said implementation. The research methodology c, arried out here is the qualitative one where the informants were chosen through snowball sampling. Smart city components in the city of Bandung include smart government, smart education, smart transportation, smart health, smart energy, smart surveillance, smart environment, smart social, smart payment and identity, and smart commerce. Implementation of smart city concept in Bandung is done gradually. The development process begin by establishing a smart city council. Infrastucture improvements in internal governance bodies is done after the concept is establised. The next phase is to reform public administration. After internal restructuring, public services carried out ICT-based. At the final stage of development, utilization of more advanced technology is expected to be implemented. The success of smart city implementation in Bandung are strongly influenced by internal factors like the role of leaders, funding, and the role of government institutions as both the apparatus running the programs and the regulator. There are also some other supporting factors like technology, people as its users, infrastructure, and the role of organizations or other institutions actively participating in making the government’s programs successful.
