ANALISIS PENERAPAN SISTEM PENJAMINAN MUTU INTERNAL (SPMI) DI PROGRAM PASCASARJANA FAKULTAS GEOGRAFI UNIVERSITAS GADJAH MADA

2016 | Tesis | S2 MANAJEMEN PENDIDIKAN TINGGIPenelitian ini berjudul Analisis Penerapan Sistem Penjaminan Mutu Internal (SPMI) di Program Pascasarjana Fakultas Geografi Univesitas Gadjah Mada. Masalah yang dibahas dalam penelitian ini adalah penerapan SPMI pada setiap program studi di Program Pascasarjana Fakultas Geografi UGM. Penelitian ini bertujuan untuk (1) mendeskripsikan tentang penerapan sistem penjaminan mutu internal (SPMI); (2) menganalisis penerapan SPMI pada masing-masing program studi: (3) memberikan masukan tentang penerapan SPMI dalam rangka meningkatkan mutu penyelenggaraan pembelajaraan. Penelitian ini menggunakan mixed method dengan desain penelitian sekuensial explanatory, pengumpulan data melalui observasi laporan hasil AMI program studi pada T.A. 2014/2015, dokumen borang akreditasi BAN PT, pembagian kuesioner dan wawancara. Jumlah sampel sebanyak 135. Analisis data kuantitatif menggunakan One Way Anova. Wawancara dilakukan terhadap ketua program studi dan sampel mewakili dosen, serta tenaga kependidikan. Hasil penelitian menunjukkan bahwa Prodi S2 Geografi dalam menerapkan SPMI memperoleh urutan nilai tertinggi dibanding prodi yang lain, disusul Prodi S3 Geografi, S3 Ilmu Lingkungan, S2 Kependudukan, S2 Penginderaan Jauh dan S2 Ilmu Lingkungan. Ke enam prodi sudah baik dalam menerapkan SPMI, tetapi masih perlu ditingkatkan. Prodi segera menerapkan dan mentaati standar dalam SPMI. Standar kompetensi lulusan dan standar penilaian pembelajaran, perlu menyesuaikan dengan KKNI. Standar isi pembelajaran segera dilakukan tinjauan kurikulum. Standar proses pembelajaran, mempercepat penentuan jadwal ujian tugas akhir dan meminimalkan perubahan jadwal kuliah. Standar sarana prasarana, perlu memperbaiki fasilitas ruang kuliah sarana olah raga, dan kantin. Standar pengelolaan pembelajaran dan standar kompetensi dosen dan tenaga kependidikan, kompetensi dosen perlu dipertahankan sedangkan tenaga kependidikan perlu ditingkatkan dengan mengikutkan dalam pelatihan-pelatihan, maupun kesempatan studi lanjut. Standar pembiayaan pembelajaran, fakultas perlu melakukan sosialisasi kepada ketua program studi tentang penggunaan Uang Kuliah Tunggal (UKT).
The title of the study is "The Analysis of the Implementation of the Internal Quality Assurance System (SPMI) in the Graduate and Post Graduate Program of Faculty of Geography at Universitas Gadjah Mada (UGM)". The issues addressed in this study is to find the problem and to formulate the improvement of the implementation of SPMI in six study program of Graduate Program at Faculty of Geography.The aims of the study are to (1) describe the implementation process of SPMI; (2) to analyze the problem in implementing the SPMI in each study program; (3) to find formulations or conceptualization in order to improve the quality of teaching and learning. This study used mix method with sequential explanatory design. The data was collected from observation reports of AMI in the year of 2014/2015, accreditation documents of BAN-PT, and through questionnaires and interviews. The population in this study was the student from class 2013, 2014, and 2015 of graduate and post graduate program consisted of graduate program of Geography study, Demography study, post graduate program of Geography study, graduate program of Demography study, Remote Sensing study, and Environmental Sciences and also post graduate program of Geography study and Environmental Sciences. The finding of the study showed that there were differences of the result of implementation of SPMI in six study programs where the total score of graduate program of Geography obtain the highest, post graduate program of Geography study post graduate program of Environment Sciences graduate program of Demography study graduate program of Remote Sensing study and graduate program of Environment Sciences study. The heads of the study program to implement and comply the standards of SPMI immediately. The standard of competency and the standards of assessment should be adjusted to the Indonesian Qualifications Framework (IQF/KKNI). Reviewing the curriculum on the standard of content is also needed to be done immediately. The standard of learning process can be used to accelerate the determination of final exam schedules and minimize the sudden changes in the class schedule. The standard of infrastructure needs to be upgraded to improve the facilities such as replacing some lecture seats, fixing the classrooms setting, adding new sport facilities, and improving the cafeteria strategies to support healthier food. The standard of management and the standard of competence of academic staff (lecturer) and administrative staff (non-teaching member) especially the management of human resources for lecturer competency needs to be maintained while for the competence of non-teaching staff needs to be improved by giving them training program or giving the opportunity to study at higher level. For the standard of finance, the Faculty of Geography (Graduate and Post Graduate program) needs to conduct socialization to the head of study programs about Single Tuition Mechanism (UKT).
