STANDAR PELAYANAN MINIMAL (SPM) PADA SITUS PEMERINTAH DAERAH KABUPATEN DAN KOTA DI INDONESIA

Situs pemerintah daerah hingga saat ini masih terdapat halaman situs yang tidak dapat diakses, informasi yang dibutuhkan kurang lengkap, informasi berita yang tidak update dan bahkan masih ada beberapa daerah Kota dan Kabupaten yang belum memiliki situs. Tujuan penelitian pada situs pemerintah daerah Kota dan Kabupaten ini adalah: pertama, mengetahui kesesuaian konten yang ditampilkan pada situs pemerintah Kota dan Kabupaten terhadap Standar Pelayanan Minimal (SPM); kedua, mengetahui jangka waktu update berita terhadap Standar Pelayanan Minimal (SPM); dan ketiga, memenuhi tujuan dari situs pemerintah daerah sebagai ruang informasi digital guna membantu peningkatan dalam pelayanan informasi publik. yaitu analisis isi. Adapun tahapan yang digunakan dalam penelitian: 1). Menentukan kerangka sampel (pemilihan situs pemerintah daerah); 2). Menentukan unit analisis; 3). Menentukan kategori konten web; 4). Tahapan pengumpulan data; 5). Menentukan penilaian pada konten. Standar pelayanan minimal pada situs pemerintah daerah Kota dan Kabupaten disimpulkan belum dapat memenuhi pelayanan publik dalam menyajikan informasi yang dibutuhkan publik melalui media Online yaitu situs pemerintah daerah. Hal ini disebabkan kualitas informasi dan kebaruan informasi berita yang disajikan tidak memenuhi standar pelayanan publik.

The aim of research on local government websites the City and County are: first, determine the suitability of the content displayed on the website of the City and County government minimum service standards (MSS); second, determine the duration of the news updates on minimum service standards (MSS); and third, fulfilling the goal of the site as a local government digital information space to help increase the public information services. The method used in this research is the analysis of the content. The stages used in the study: 1). Determining the sample frame (local government site selection); 2). Determine the unit of analysis; 3). Determine the categories of web content; 4). Determine the assessment on the content; 5). The data analysis stage. Minimum service standards at the sites of local governments concluded the City and County cannot meet the public service in presenting the required information public through online media is the local government's website. This is due to the quality of information and the novelty of news information presented does not meet the standards of public service.
