ANALYZING FACTORS THAT INFLUENCE THE EFFECTIVENESS OF AIRPORT PASSENGER TERMINAL BY USING AHP (ANALYTIC HIERARCHY PROCESS) METHOD (Case Study : Juanda Airport �¢ï¿½ï¿½ Surabaya, Indonesia)

2016 | Tesis | S2 Sistem dan Teknik TransportasiAirport Council International menyatakan bahwa Bandara Internasional Juanda adalah bandara tersibuk kedua di Indonesia setelah Bandara Soekarno-Hatta di Jakarta sebagai ibu kota Indonesia. Bandara Juanda dikelola oleh PT. Angkasa Pura I yang merupakan Badan Usaha Milik Negara (BUMN) yang bertanggung jawab untuk mengelola bandara-bandara di Indonesia dibawah pengawasan Kementerian Perhubungan melalui Direktorat Perhubungan Udara. Bandara Juanda mempunyai dua terminal, terminal domestik sebagai Terminal 1 (T1) dengan luas 62.700 m2 dan terminal internasional sebagai Terminal 2 (T2) seluas 49.000 m2. Terminal yang ada (T1 and T2) mempunyai kapasitas 12.5 juta penumpang per tahun, sedangkan jumlah penumpang di tahun 2015 mencapai 17 juta. Penelitian ini memberikan solusi terkait overcapacity terminal dengan menganalisa faktor-faktor yang mempengaruhi efektivitas terminal sementara menunggu pembangunan Terminal 3. Penelitian ini menggunakan metode Analytic Hierarchy Process (AHP) yang terdiri dari tiga tingkatan yaitu sasaran, kriteria and subkriteria. Sasaran adalah target utama dari penelitian ini untuk menentukan faktor utama yang mempengaruhi tingkatan efektivitas pada T1 dan T2 Bandara Juanda. Peneliti menentukan tiga variabel sebagai kriteria yaitu kenyamanan, ketepatan waktu dan aksesibilitas. Subkriteria merupakan proses yang harus dilalui oleh penumpang ketika menggunakan terminal penumpang, proses tersebut yaitu Security Check Point (SCP), check in, walking time, dan boarding lounge. Hasil analisa menunjukkan bahwa faktor-faktor yang mempengaruhi efektivitas Terminal 1 (T1) adalah : proses check-in sebesar 32.7%, proses SCP I sebesar 32.4%, walking time dan SCP II dengan hasil yang sama yaitu 13.2%, dan boarding lounge sebesar 8.5% sedangkan faktor-faktor yang mempengaruhi efektivitas Terminal 2 (T2) adalah : proses SCP I sebesar 28.1%, proses check-in sebesar 26.9%, walking time I sebesar 17.9%, SCP II sebesar 10.6%, walking time II sebesar 9.9% dan boarding lounge sebesar 6.6%. Dapat disimpulkan bahwa faktor yang paling berpengaruh terhadap efektivitas kedua terminal adalah dua proses utama ketika penumpang mengakses terminal, yaitu proses SCP I and proses check in.
Airport Council International states that Juanda international airport is the second busiest airport in Indonesia after Soekarno-Hatta Airport in Jakarta as the capital city of Indonesia. Juanda Airport is managed by PT. Angkasa Pura I. It is a state - owned enterprises that is responsible for management of airports in Indonesia and under supervised by The Ministry of Transportation through DGCA (Directorate General Civil Aviation). Juanda Airport has two terminals, the domestic terminal as Terminal 1 (T1) with an area of 62.700 m2 and the international terminal as Terminal 2 (T2) covering an area of 49.000 m2. The existing passenger terminal (T1 and T2) are able to accommodate 12.5 million passengers per year, while the number of passengers in 2015 already 17 million. This research tried to find a solution to solve the problem of overcapacity terminal by analyzing the effectiveness factors of the existing terminal while waiting for the construction of the Terminal 3. This research using Analytic Hierarchy Process (AHP) method that consists of three levels there are goal, criteria and subcriteria. Goal is the main target of this research that determines the priority factor which affects the effectiveness in T1 and T2 Juanda Airport. The researcher determines three variables ie convenience, punctuality, and accessibility as criteria. Subcriteria is a process that must be passed by passenger when using passenger terminal, there are Security Check Point (SCP), check in (CI), walking time (WT), and boarding lounge (BL). The analysis result showed that the factors which influence the effectiveness of Terminal 1 (T1) are as follows : Check-in process with 32.7%, SCP I process with 32.4%, walking time and SCP II having the same value with 13.2%, and boarding lounge with is 8.5% meanwhile factors that influence the effectiveness of Terminal 2 (T2) are as follows : SCP I process with 28.1%, check-in process with 26.9%, walking time I with 17.9%, SCP II with 10.6%, walking time II with 9.9% and boarding lounge with is 6.6%. It is concluded that the most influential factor of the effectiveness of both terminals are two initial process when passengers access the terminal there are SCP I and check in process.
