Analisis Pelaksanaan Corporate Social Responsibility (CSR) Perusahaan BUMN Melalui Program Kemitraan pada Usaha Kecil Menengah (Studi pada CDC-PKBL PT Telkom Wilayah Telekomunikasi Yogyakarta)

Penelitian ini bertujuan untuk mengevaluasi dan menganalisis apakah program kemitraan CSR PT Telkom Witel Yogyakarta telah berjalan secara efektif dan efisien. Kedua, penelitian ini juga menganalisis peran yang dilakukan CDC-PKBL PT Telkom Witel Yogyakarta melalui program kemitraan yang ditandai dengan meningkatnya pendapatan berpengaruh pada peningkatan laba dan kesejahteraan mitra binaan. Dengan demikian diharapkan program kemitraan CSR PT Telkom Witel Yogyakarta dapat berjalan dengan efektif dan efisien, sehingga dapat meningkatkan laba dan peningkatan kesejahteraan mitra binaan. Pendekatan yang digunakan dalam penelitian ini ialah kualitatif, dengan penentuan sample menggunakan teknik purposive sampling. Maksudnya, sample yang dipilih mempunyai keterlibatan langsung dengan pelaksanaan CSR program kemitraan PT Telkom Witel Yogyakarta. Untuk itu, dipilih tiga orang informan dari staff CDC-PKBL dan delapan mitra binaan yang mewakili pada tahun 2014-2016. Data penelitian ini dikumpulkan melalui teknik wawancara terstruktur terstruktur, observasi partisipatif, dan penelusuran dokumen yang didukung dengan inspeksi dokumen dan konfirmasi. Setelah data terkumpul, dilakukan analisis, dan selajutnya ditarik kesimpulan untuk menjawab pertanyaan penelitian. Hasil penelitian ini menunjukkan efektivitas dan efisiensi program kemitraan telah tercapai pada sebagian besar indikator. Namun perlu perbaikan pada beberapa indikator seperti program pengembangan mitra binaan melalui pembinaan dan pendampingan penguasaan teknologi. Program kemitraan CDC-PKBL tersebut juga telah menunjukkan peningkatkan laba dan kesejahteraan UKM mitra binaan melalui peningkatan pemasaran, volume produksi, jenis usaha baru dan asset.

This research aims to evaluate and analyze whether the CDC-PKBL partnership program of Telkom Co. Ltd. in the Telecommunication Region of Yogyakarta has been running effectively and efficiently. Second, it analyzes the role of CDC-PKBL of Telkom Co. Ltd. in the Telecommunication Region of Yogyakarta through partnership programs marked by the increasing income that affects the increasing profit and prosperity of the Small and Medium Enterprises (SME) partners. For that reason, it is expected that the CDC-PKBL partnership programs of Telkom Co. Ltd. in the Telecommunication Region of Yogyakarta can run effectively and efficiently to increase the profit and the prosperity of the SME partners. This research used a qualitative approach with a purposive sampling technique. It means that the selected sample directly involved the implementation of the Corporate Social Responsibility (CSR) partnership program of Telkom Co. Ltd. in the Telecommunication Region of Yogyakarta. As many as three informants were selected from the CDC-PKBL staffs and eight representing partners of 2014-2016 were selected. The data of this study were collected through structured interview techniques, participatory observations, and document tracking supported with document inspection and confirmation. After being collected, the data were analyzed and drawn for conclusions to answer the research question. The results of this research show the effectiveness and efficiency of the partnership program has been achieved in most indicators. However, it needs improvement on several indicators such as partner development programs through coaching and mentoring technology mastery. The CDC-PKBL partnership program has also been shown to increase the profit and welfare of SME partners by improving marketing, production volume, new business types and assets.
