PARTISIPASI MASYARAKAT DALAM PENGELOLAAN PULAU HOGA SEBAGAI KAWASAN WISATA DI DESA AMBEUA RAYA KECAMATAN KALEDUPA KABUPATEN WAKATOBI PROVINSI SULAWESI TENGGARA

Penelitian ini dilakukan di desa Ambeua Raya, Kecamatan Kaledupa Kabupaten Wakatobi, dimana pulau Hoga secara administratif berada dalam wilayah desa Ambeua Raya. Selain itu, pulau Hoga juga dijadikan sebagai salah satu tempat unggulan dalam sektor pariwisata Wakatobi. Informan dalam penelitian ini adalah masyarakat desa Ambeua Raya, tokoh masyarakat, tokoh pemuda, karyawan Hoga Dive Resort, pengelola Operation Wallacea, dan Pemerintah Daerah. Tujuan penelitian ini untuk mengetahui partisipasi masyarakat dalam pengelolaan pulau Hoga sebagai kawasan wisata dan kesejahteraan masyarakat desa Ambeua Raya. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan pendekatan interpretatif. Masyarakat desa Ambeua Raya sebagai bagian integral dari kawasan wisata pulau Hoga memiliki potensi untuk turut berpartisipasi serta baik sebagai subyek yang berkaitan langsung dengan obyek wisata maupun sebagai obyek daya tarik cultural yang merupakan salah satu motivasi wisatawan untuk mengunjungi obyek wisata pulau Hoga. Pengelolaan pulau Hoga sebagai kawasan wisata dalam meningkatkan kesejahteraan masyarakat yang disusun oleh Pemerintah Daerah Kabupaten Wakatobi mencakup perencanaan, pelaksanaan dan pengawasan. Namun, disisi lain pihak pihak masyarakat dan pemerintah desa Ambeua Raya belum sepenuhnya dilibatkan dalam perencanaan pengelolaan pulau Hoga. akibatnya, tingkatan partisipasi masyarakat desa Ambeua Raya berada pada tokenisme pada tingkatan ke lima yakni placation. Pemerintah Kabupaten Wakatobi dan pihak swasta yang mendirikan usaha di pulau Hoga menjadi sebagai atasan yang harus diikuti kebijakannya. Masyarakat desa Ambeua Raya secara spontanitas berpartisipasi dalam pengelolaan pulau Hoga tanpa ada arahan atau pelatihan dari berbagai pihak khususnya Pemerintah Daerah Kabupaten Wakatobi. Bentuk-bentuk partisipasi masyarakat desa Ambeua Raya dalam pengelolaan pulau Hoga yakni dengan menawarkan jasa transportasi darat dan laut, membangun dan mengelola 165 homestay, menjadi pemandu wisata, pengelola administrasi, pemasaran produk lokal dan kreasi hasil budaya. Kepentingan sosial ekonomi masyarakat desa Ambeua Raya tidak terakomodir dalam program dan kebijakan pemerintah daerah. Meskipun ada, tetapi pelaksanaan dilapangan tidaklah demikian. Persoalan ini membuat masyarakat desa Ambeua Raya dalam menangkap peluang ekonomi masih rendah, kemampuan permodalan terbatas, keterampilan yang dibutuhkan bagi kegiatan wisata masih rendah. Akibatnya, tujuan dari pariwisata untuk mewujudkan kesejahteraan masyarakat lokal masih sulit terwujud.

This research was conducted in the village of Ambeua Raya, District Kaledupa, Wakatobi Regency, where Hoga Island is administratively located in the village Ambeua Raya area. In addition, the Hoga Island is also used as one of the places featured in the tourism sector Wakatobi. Informants in this study is the village community Ambeua Raya, community leaders, youth leaders, employees Hoga Dive Resort, manager of Operation Wallacea, and Local Government. The purpose of this study to determine community participation in the management Hoga Island as a tourist area and the welfare of rural communities Ambeua Raya. The method used in this research is descriptive qualitative interpretative approach. Villagers Ambeua Raya as an integral part of the tourist area of the Hoga Island has the potential to participate and see both as a subject directly related to tourism as well as cultural objects which appeal is one of the tourist motivation to visit the sights of the Hoga Island. Hoga Island Management as tourist area in order to improving the welfare of the people prepared by the Regional Government of Wakatobi Regency includes planning, implementation and monitoring. However, on the other hand the rural communities and the government Ambeua Raya is not yet fully involved in management planning Hoga Island. Consequently, the level of participation of rural communities Ambeua Raya is at the level of tokenism to five the placation. Wakatobi Government and the private sector set up business in the Hoga Island as superiors to follow policies. Community Ambeua Raya spontaneously participate in the management Hoga Island without any directives or training of the various parties, especially the District Government Wakatobi. The forms of village Ambeua Raya community participation in the management of Hoga Island by offering transport services by land and sea, build and manage 165 homestay, a tour guide, the administrative manager, marketing of local products and cultural creations. Socio-economic of rural communities Ambeua Raya not accommodated in local government policies and programs. Although there are, but the implementation of the field isn�t so. This issue makes the community of Ambeua Raya in capturing the economic opportunities are still low, the limited ability of capital, skills required for tourist activity is still low. Consequently, the purpose of tourism for the welfare of local communities is still difficult to achieve.
