Pemanfaatan Aplikasi Respon Time dalam Ketersediaan Berkas Rekam Medis Rawat Jalan di Rumah Sakit Baptis Batu

Latar Belakang: Rumah sakit adalah institusi pelayanan kesehatan yang menyelenggarakan pelayanan kesehatan perorangan secara paripurna yang menyediakan pelayanan rawat inap, rawat jalan, dan gawat darurat. Dalam menghadapi persaingan antar rumah sakit, menjaga mutu pelayanan menjadi hal yang penting agar kepercayaan masyarakat terhadap rumah sakit terjaga. Kepercayaan masyarakat tersebut dapat diperoleh apabila pasien merasa puas dengan pelayanan yang diberikan oleh rumah sakit. Oleh sebab itu, rumah sakit perlu menciptakan pelayanan yang sesuai standar yang ditentukan dan menjaga mutu pelayanan terhadap pasien dengan langkah awal yang dapat dilakukan adalah meningkatkan pelayanan bagian pendaftaran pasien. Pada pendaftaran rawat jalan terdapat Standar Pelayanan Minimum (SPM) waktu penyediaan berkas rekam medis rawat jalan yaitu kurang lebih 10 menit. Namun dalam pelaksanaannya masih terdapat berkas rekam medis terlambat dalam penyediaanya sehingga Rumah Sakit Baptis Batu memakai aplikasi respon time dalam mengontrol waktu penyediaan berkas rekam medis pasien rawat jalan untuk menunjang Standar Pelayanan Minimum (SPM). Tujuan: Mengetahui penggunaan aplikasi respon time di tempat pendaftaran rawat jalan dan mengetahui rata-rata waktu penyediaan berkas rekam medis rawat jalan dengan menggunakan aplikasi respon time. Metode: Penelitian ini menggunakan deskriptif dengan pendekatan kualitatif dengan pengumpulan data menggunakan wawancara, dan observasi. Objek penelitian ini adalah 398 berkas rekam medis rawat jalan dan subjek penelitian ini adalah lima responden. Kemudian, untuk teknik validasi data menggunakan triangulasi sumber. Teknik analisis data menggunakan reduksi data, penyajian data, dan intepretasi. Hasil: Hasil penelitian ini adalah penggunaan respon time yaitu mengontrol waktu penyediaan berkas rekam medis rawat jalan dari pasien mendaftar sampai dengan berkas rekam medis tersedia dan siap untuk didistribusikan. Rata- rata waktu penyediaan berkas rekam medis aalah 7 menit 4 detik dan jumlah berkas rekam medis dengan waktu penyediaan kurang lebih 10 menit sebesar 83,92% serta yang lebih dari 10 menit adalah 16,08%. Kesimpulan: dari penelitian ini adalah penggunaaan aplikasi respon time sangat membantu dalam penyediaan berkas rekam medis rawat jalan karena dilihat dari rata-rata penyediaan berkas rekam medis rawat jalan dapat dikatakan cepat.

Background: The hospital is a health care institution which organizes personal health services in the plenary that provides inpatient, outpatient, and emergency department. In the face of competition among hospitals, maintain the quality of service becomes important that public confidence in the hospital awake. The public confidence can be obtained when patients were satisfied with the services provided by the hospital. Therefore, hospitals need to create services that meet specified standards and maintain the quality of service to patients with initial steps that can be done is to improve services part of patient enrollment. Outpatient registration services included in hospital services. In the outpatient registration are minimum services standard time of provision of outpatient medical record is approximately 10 minutes. However, in practice there is still a medical record so late in the provosion, Rumah Sakit Baptis Batu use the response time application to assist in controlling the time of the provision of medical record outpatients to support a minimum services standard. Objectives: The aim of this research is to determine use the respon time application in the outpatient registration and determine the average time of provision of outpatient medical record file by using the respon time application. Methods: The methods of this research is descriptive qualitative approach. Data collection used interview guidelines and check list observation.The object of this research is the medical record is 398 outpatient medical record and the subject of this research is five respondens. Then, for data validation techniques use triangulation. Data were analyzed use data reduction, data presentation and interpretation. Results: The results of this research is the use of the respon time applicaton is to control the provision time of outpatient medical record of the patients registration up to and including medical record is available and ready for distribution. The average time of the provision of medical record is 7 minutes 4 seconds and the number of medical record with a provision for approximately 10 minutes at 83,92% and more than 10 minutes is 16,08%. Conclusion: The conclusion of this research is the use of respon time application is very helpful in providing outpatient medical record as seen from the average time of the provision of outpatient medical record can be said to be fast
