PENILAIAN ASET PEMERINTAH DAERAH: STUDI PADA LAHAN PERKEBUNAN KELAPA DESA NEPO, KABUPATEN POLEWALI MANDAR, SULAWESI BARAT

Penelitian ini bertujuan untuk melakukan penilaian terhadap aset perkebunan kelapa untuk memperoleh nilai properti perkebunan kelapa milik pemerintah provinsi di Kabupaten Polewali Mandar, Provinsi Sulawesi Barat. Penilaian dilakukan terhadap lahan seluas 51.602 m2. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer diperoleh dari metode observasi dan wawancara personal terhadap berbagai narasumber. Data sekunder diperoleh dari metode dokumenter. Proses penilaian dilakukan dengan melakukan beberapa analisis data terlebih dahulu, meliputi analisis produktifitas properti, analisis kawasan lahan serta analisis permintaan dan penawaran untuk mendukung peruntukan properti saat ini. Selanjutnya, dilakukan penilaian dengan pendekatan data pasar dan pendekatan pendapatan melalui metoda Land Development Analysis. Berdasarkan hasil analisis, indikasi nilai tanah pada properti perkebunan kelapa dengan pendekatan pasar adalah Rp898.448.000. Indikasi nilai properti dengan pendekatan pendapatan adalah Rp1.019.937.000. Berdasarkan rekonsiliasi hasil penilaian dengan menggunakan pendekatan data pasar dan pendekatan pendapatan LDA terhadap lahan perkebunan kelapa milik Pemerintah Provinsi Sulawesi Barat, diperoleh nilai sebesar Rp970.534.000 atau Rp18.808,06 permeter persegi. Nilai lahan tersebut juga mencerminkan nilai pasar tanah yang berada di sekitar lokasi objek penelitian.

This study aims to assessing the palm plantation assets to acquire property values palm plantations owned by the provincial government in Polewali Mandar regency, West Sulawesi province. Appraisal done on an area of 51.602 m2. The data used in this study are primary data and secondary data. Primary data were obtained from observation and personal interviews to the various speakers. Secondary data were obtained from the documentary method. The appraisal process be done by doing some advance data analysis, include the property productivity analysis, the land area of analysis as well as analysis of demand and supply to support the designation of the current property. Furthermore, an assessment of the market data approach and the income approach by the method of Land Development Analysis. Based on analysis result, indication of the value of land on the property coconut plantation by the market approach is Rp898.448.000. Indication of the value of the property by the income approach is Rp1.019.937.000. Based on the reconciliation of the results appraisal by using the market data approach and the income approach LDA to the palm plantations owned by the government of West Sulawesi province, obtained a value of Rp970.534.000 or Rp18.808,06 square meter. The land value also reflects the market value of land located in the vicinity of the object of study.
