PENGEMBANGAN RENCANA STRATEGIS TEKNOLOGI INFORMASI DAN KOMUNIKASI DINAS KESEHATAN KOTA YOGYAKARTA DENGAN PENDEKATAN ENTERPRISE ARCHITECTURE PLANNING

Pengembangan sistem informasi memerlukan arah strategi yang terencana agar setiap tahapannya dapat terukur. Organisasi membutuhkan landasan yang jelas bagi pengembangan sistem informasi secara keseluruhan untuk proses bisnis organisasi. Perencanaan strategis sistem informasi dan teknologi informasi merupakan cara untuk memastikan fungsi sistem informasi dan teknologi informasi sesuai dengan fungsi bisnis organisasi. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan studi kasus eksploratif. Metodologi yang digunakan adalah Enterprise Architecture Planning (EAP) sebagai kerangka acuan untuk perencanaan strategis sistem informasi. Subyek pada penelitian ini adalah responden yang memiliki kewenangan dalam pengambilan keputusan terkait TIK dan pengguna TIK di Dinas Kesehatan Kota Yogyakarta. Kebutuhan bisnis yang terdiri dari arsitektur data, aplikasi dan teknologi diidentifikasi dan diusulkan untuk mendukung aktivitas bisnis demi pencapaian tujuan organisasi. Hasil dari penelitian ini adalah usulan 23 aplikasi untuk sistem informasi manajemen, terdiri atas 11 Aplikasi Operasional kunci, 3 Aplikasi Strategis, 5 Aplikasi Pendukung dan 4 Aplikasi Potensial Tinggi. Arsitektur data menghasilkan 18 kelompok entitas data utama dan relasi diantaranya. Infrastuktur Teknologi Informasi mengutamakan penataan jaringan. Seluruh sistem direncanakan akan terhubung pada tahun 2018. Pengelolaan TIK di Dinas Kesehatan Kota Yogyakarta membutuhkan sumber daya manusia TIK, yaitu Penanggung Jawab TIK, Administrator Sistem, Administrator Basis Data, Administrator Jaringan, Teknisi dan Operator. Hasil validasi hasil Rencana Strategis TIK disimpulkan bahwa Rencana Strategis yang dihasilkan dari penelitian ini sudah sesuai dengan visi dan misi Dinas Kesehatan Kota Yogyakarta dan dapat diimplementasikan.

Information system development requires a well planned strategic directions so that each stage can be measured. Organisation need a clear foundation for the overall development of information systems for business process organisation. Strategic planning for information systems and information technology is a way to ensure the functioning of information systems and information technology in accordance with the organisation's business functions. This research is a descriptive qualitative exploratory case study approach. The methodology used is Enterprise Architecture Planning (EAP) as a frame of reference for the strategic planning of information systems. Subjects in this study were respondents who have authority in decision making associated with ICT and ICT users in Yogyakarta City Health Office. Business requirements consist of data architecture, application and technology identified and proposed supporting the business activities for the achievement of organisational goals. Results from this study are the proposed application 23 for management information system, consisting of 11 key operational Applications, 3 Strategic Applications, 5 Support Applications and 4 High Potential Applications. Data architecture generates 18 groups of primary data entities and relationships between them. Information Technology Infrastructure Setup prioritized and planned the entire system is connected by 2018. Management of ICT in Yogyakarta City Health office requires ICT human resources, namely personnel in charge of ICT, System Administrator, Database Administrator, Network Administrator, Technician and Operator. Results of the validation results of ICT strategic plan concluded that the strategic plan resulting from this study is in accordance with the vision and mission of Yogyakarta city health office and can be implemented.
