Implementasi Pembinaan dan Pengawasan Peraturan Daerah Nomor 1 Tahun 2014 tentang Pemberian Air Susu Ibu Ekslusif oleh Dinas Kesehatan Kota Yogyakarta

Air Susu Ibu (ASI) Ekslusif merupakan makanan bayi dengan standar emas dan memberikan Air Susu Ibu Ekslusif merupakan upaya dalam penurunan angka kematian Bayi baru lahir dan membentuk generasi yang lebih berkualitas. Kota Yogyakarta mempunyai Peraturan Daerah Nomor 1 tahun 2014 yang mengatur tentang Air Susu Ibu (ASI) Ekslusif, namun Peraturan Daerah Nomor 1 Tahun 2014 belum didukung oleh Peraturan Walikota dalam pelaksanaan Peraturan Daerah Nomor 1 Tahun 2014. Tujuan penelitian ini adalah untuk mengetahui implementasi Peraturan Daerah Nomor 1 Tahun 2014 yang telah berlaku selama lebih dari satu tahun sejak penelitian ini dilakukan serta hambatan dan upaya yang telah dilakukan oleh Dinas Kesehatan Kota Yogyakarta. Penelitian ini menggunakan jenis penelitian hukum empiris yaitu melihat cara bekerja hukum di lingkungan masyarakat dengan mengambil fakta-fakta yang ada di lapanagan berdasarkan penelitian di masyarakat dan di badan pemerintahan. Hasil yang didapat dalam penelitian adalah bahwa presentasi ibu yang menyusui di Kota Yogyakarta tidak pernah mencapai target pemberian ASI ekslusif. Berdasarkan data dari Dinas Kesehatan Kota Yogyakarta tahun 2015, Kota Yogyakarta baru mencapai target 54,6% pemberian ASI ekslusif dan taget pencapaian pemberian ASI ekslusif adalah 60%. Sumber informasi berasal dari 8 Ibu pekerja dan telah mempunyai bayi, terdiri dari 2 narasumber dan 6 responden. Hampir 7 orang dari informan mengatakan bahwa fasilitas pendukung ruang ASI harus dilengkapi dan tenaga konselor lebih berperan aktif. Saran untuk Dinas Kesehatan adalah dengan segera membuat Peraturan Walikota dan kerjasama dengan sektor lain sehingga implementasi Peraturan Daerah ASI ekslusif lebih luas dan menyeluruh

Exclusive Breastfeeding is the exclusive infant food with the best standard, giving the exclusive breastfeeding is an effort in order to decrease the mortality rate of newborn babies and to create a higher quality young generation.Yogyakarta has a Local Regulation No. 1 of 2014 which stipulates the Exclusive breastfeeding, however the Local Regulation No. 1 of 2014 has not been supported by a Major Regulation to support its implementation. The purposes of this research is to know the implementation of the Local Regulation No. 1 of 2014 that has been effective for more than a year since this research was conducted as well as the obstacles and efforts made by Health Department of Yogyakarta. This research uses empirical methods to see how the law works in the community by collect the facts in the field based on the research in the public and government institutions. The results obtained in this research is that the percentage of breastfeeding mother in Yogyakarta never reach the target of exclusive breastfeeding. According to the data from Health Department of Yogyakarta in 2015, Yogyakarta has only reached 54.6% exclusive breastfeeding and the target is intended to reach 60% on 2015.The sources of the information is originated from 8 female worker that has a baby which consists of 2 speakers and 6 respondents. Almost 7 of the informants said that the exclusive breastfeeding support facilities and personnel shall be equipped with counselor that actively participated. The recommendation for the Health Department is that it needs to immediately make a Mayor Regulation and make a cooperation with other sectors so that the implementation of Local Regulation No. 1 of 2014 concerning Exclusive Breastfeeding is more extensive and comprehensive.
