EVALUASI IMPLEMENTASI PROGRAM PENGEMBANGAN KAWASAN WISATA KULINER DI PANTAI GOA, KECAMATAN LABUAN BADAS, KABUPATEN SUMBAWA BESAR

Program pengembangan kawasan wisata kuliner Pantai Goa merupakan program yang bertujuan untuk menata fungsi dan fisik kawasan serta pengendalian bangunan dan lingkungan. Program ini dilaksanakan dari tahun 2010 � 2015 dengan dua tahap. Tahap pertama dilaksanakan dari tahun 2010 sampai 2012, tahap kedua dari tahaun 2013 sampai 2015. Tujuan penelitian ini untuk mengevaluasi implementasi program pengembangan di kawasan wisata Pantai Goa Sumbawa Besar dan mengidentifikasi faktor-faktor yang mempengaruhi implementasi program pengembangan kawasan wisata di Pantai Goa. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan cara berpikir deduktif, adapun deduktif yang dimaksud dalam penelitian ini yaitu menurunkan variable dari berbagai teori untuk mengukur ketercapaian output program. Hasil observasi data primer dan sekunder mendapatkan ada 2 zona yang terimplementasi yaitu zona pelabuahan dan zona wisata makanan dan 2 zona yang tidak terimplementasi yaitu zona wisata rekreasi dan zona permukiman nelayan. Pada proses evaluasi ketercapaian output program ada 2 jenis hasil temuan yang didapatkan peneliti yaitu program tercapai sesuai standar dan program tidak tercapai sesuai standar. Adapun pada evaluasi didapatkan di zona pelabuhan dari 8 kegiatan/program pada zona pelabuhan hanya 4 program yang memenuhi standar sedangkan pada zona wisata maknana dari 12 program/kegiatan di zona wisata makanan hanya 2 program yang dapat memenuhi standaryaitu tugu monument dan parkiran sedangkan pada zona wisata makanan. Hasil wawancara mendalam kepada beberapa pihak yang terkait mendapatkan selain faktor pendukung juga didapatkan faktor penghambat pembangunan kawan wisata Pantai Goa.

Culinary tourism area development program Beach Goa is a program that aims to organize and physical function as well as the area of building control and environmental. The program is implemented from the year 2010 - 2015 in two stages. The first phase carried out from 2010 to 2012, the second phase of tahaun 2013 to 2015. The purpose of this study was to evaluate the implementation of development programs in the tourist area of Goa Beach Sumbawa Besar and identify the factors that affect the implementation of development programs in the tourist area of Goa Beach. The method used in this study is a qualitative method of deductive thinking ,. Results of observation to get there are 2 zones are implemented ie pelabuahan zones and tourist zones and 2 zones foods that are not implemented, namely the tourist zone recreation and fishing settlement zone. In the process of evaluating the achievement of output program there are 2 kinds of results obtained researchers is achieved according to program standards and program standards are not achieved. As for the evaluation obtained in the port zone of 8 programs on the port zone only 4 program that meets the standards, while at the tourist food zone tour of 12 programs in the tourist zone the food is only 2 programs that can meet standaryaitu memorial monument and park while in the tourist zone food. The results of in-depth interviews to several interested parties get in addition to the supporting factors are also obtained factors inhibiting the development of Goa Beach travel companion. Analysis of the impact of an analysis conducted after analysis of output, impact analysis in this study is divided into two, namely: economic aspects in the analysis of these changes include the creation of employment, income level, and the growth of community businesses and social impacts from the aspect of time efficiency, mobility and dependence of the population against the government
