PERENCANAAN STRATEGI PENGEMBANGAN USAHA BALAI KESEHATAN KERJA PELAYARAN (BKKP) DENGAN ANALISIS BALANCE SCORE CARD

Latar belakang:. Kebutuhan pelayanan kesehatan dan sertifikasi kesehatan tenaga fungsional transportasi laut semakin meningkat. Akibatnya, BKKP harus melakukan strategi pengembangan yang tepat untuk menangani permasalahan yang muncul sekaligus sebagai langkah antisipasi terhadap peningkatan kegiatan transportasi laut dan dampak kesehatan yang mengikutinya. Tujuan Tersusunnya strategi pengembangan usaha BKKP dengan mengetahui faktor-faktor yang menjadi Strength (Kekuatan), Weakness (Kelemahan), Opportunity (Peluang), Threat (Ancaman) BKKP kemudian membuat strategi pengembangan usaha BKKP untuk dan membuat analisa Balance Scorecard BKKP dengan perspektif keuangan, pelanggan, bisnis internal, dan pertumbuhan pembelajaran. Metode: Penelitian ini merupakan penelitian mixed methods (gabungan kuantitatif dan kualitatif) dengan pendekatan studi kasus. Hasil dan pembahasan: Berdasarkan hasil matriks TOWS menunjukkan posisi BKKP pada kuadran 2 yaitu Internal Fix It Quadrant. Tujuan strategi terpilih dikelompokkan ke dalam 4 Balanced Scorecard kemudian dibuat Key Performance Indicator (KPI) untuk masing-masing perspektif. Kesimpulan : Balanced Scorecard merupakan salah satu model manajemen strategik. Perencanaan strategi yang telah dibuat, disosialisasikan kepada seluruh lapisan manajemen dan karyawan agar unsur SDM dapat bekerjasama terhadap keberhasilan implementasi strategi

Background: Strategic Management of hospital initiated a strategic planning, followed by implementation and control of the hospital's strategic plan. One model that can be used is the balanced scorecard. Balai Kesehatan Kerja Pelayaran (BKKP) is an institution under the Ministry of Transportation, which has the main task of the organization of health service workforce cruise functional. Health care needs and health certification for marine personnel increase. The development of marine transportation activities spread across the Indonesian archipelago, as Indonesia is the largest archipelago in the world, so that the dependence on sea transportation is very large. Consequently, BKKP should do proper development strategies to address problems. BKKP condition and the condition of the world shipping in general, it is necessary to develop a strategic plan in order to carry out the duties of the organization, along with the development of new health care facilities, which is more advanced and modern. Objectives: The general objective of the study is the drafting of the business development strategy of BKKP while the specific goal was to determine the factors that become Strength (Strength), Weakness (Weakness), Opportunity (Opportunity), Threat (Threat) BKKP and what factors are most dominant in every aspect, making business development strategies to maximize capacity BKKP, and makes analysis of the Balanced Scorecard BKKP with a financial perspective, customer, internal business, and learning growth. Method: This study is a mixed methods (combined quantitative and qualitative) with a case study approach. Methods of data collection is via survey (quantitative) and in-depth interviews (qualitative). SWOT analysis is done after the data obtained. After finding the chosen strategy used analytical balance scorecard with four perspectives for establishing benchmarks of each perspective. Results and discussion: Based on the TOWS matrix shows BKKP position in quadrant 2, the Internal Fix It Quadrant. Based on these positions, strategies recommended by Duncan (1995) is a savings (retrenchment), Improving the quality (Enhancement), Market Development (Market development), product development (Product development), vertical integration (vertical integration), related diversification (Related diversivication ). Based on QSPM, chosen strategy is (1) distribution of health services through collaboration with strategic partners, (2) Providing MCU package and vaccination, (3) internal training employees to improve their work ethic use of external consultants. Selected strategic objectives are grouped into four Balanced Scorecard then Key Performance Indicator (KPI) for each perspective made. Conclusion:The Balanced Scorecard is one of the strategic management model that will translate the mission and strategy into objectives and measures in the four perspectives, which are finance, customer, internal business, learning and growth. Strategic plan that has been made disseminated to all levels of management and employees. The aim is the HR element can cooperate towards implementation of the strategy and support each other in achieving the goals set.
