Perkembangan kota kecil di era globalisasi saat ini sangat dipengaruhi oleh keberadaan kota besar disekitarnya. Efek perkembangan tersebut mempengaruhi perubahan kondisi sosial, ekonomi, budaya hingga ketersediaan lahan di kota kecil. Kota Bogor sebagai kota kecil berperan sebagai salah satu penyedia lahan kosong bagi kebutuhan perumahan di kota besar. Sebagai kota penyedia lahan, Kota Bogor memiliki permasalahan perkembangan lahan yang dipengaruhi oleh pertambahan penduduk. Berdasarkan pemahaman tersebut muncul pertanyaan mengenai nilai-nilai masyarakat dalam memilih tempat tinggal. Kualitas pelayanan infrastruktur seperti apakah yang mereka anggap baik..? Penelitian ini bertujuan untuk mengidentifikasi nilai-nilai yang berkembang di masyarakat Kota Bogor secara subyektif (berdasarkan data primer) dan obyektif (berdasarkan observasi dan amatan). Penelitian ini dilakukan dengan menggunakan metode kuantitatif-deskriptif untuk merumuskan suatu analisis variasi nilai akan kualitas infrastruktur di empat lokasi perumahan. Kesimpulan yang dapat ditarik dari penelitian ini ialah adanya perbedaan yang mendasar antara nilai infrastruktur di empat klaster. Perbedaan tersebut sebagian besar dipengaruhi oleh karakteristik sosial ekonomi penghuni. Kebutuhan tersebut sebagian besar berpihak kepada infrastruktur fungsional. Berdasarkan hasil analisis yang didapatkan, sudah sepantasnya Kota Bogor memiliki kebijakan revitalisasi perkembangan infrastruktur perumahan di kawasan kota

The development of small town in the era of globalization today is strongly affected by the existence of cities around it. The effect of the development influences changes in social, economic, and cultural conditions as well as the availability of land in the small town. Bogor Municipality as a small town acts as a provider of vacant land for housing needs in cities. As the town providing vacant land, Bogor Municipality has land development-related problems affected by population growth. Based on this understanding, a question comes about people's values in choosing a place for residence. What is the quality of infrastructure services they think good..? This study aims to identify the prevailing values in society of Bogor Municipality both subjectively (based on primary data) and objectively (based on observation). It was conducted using a quantitative descriptive method to formulate an analysis of variations in quality infrastructure values in four residential clusters. It can be concluded that there were a fundamental difference in infrastructure values in four residential clusters. The difference of values was largely influenced by the socio-economic characteristics of the residents. That difference mostly based on the need of functional infrastructure. Based on the results of analysis, Bogor Municipality should formulate a specific policy of housing infrastructure development in case of revitalization in urban areas
