Penyelenggaraan IPTV yang sudah diakomodasi pemerintah Indonesia selama lebih dari lima tahun memberikan kesempatan bagi pelaku usaha penyiaran dan telekomunikasi untuk memasuki bisnis baru. Selama ini dua operator IPTV telah mendapatkan persetujuan untuk menggelar layanan dengan jumlah pelanggan yang masih minim namun terus tumbuh. Menggunakan pendekatan Model STOF yang bersifat holistik, riset terhadap bagaimana kebijakan dan pengelolaan yang dilakukan pemerintah pada penyelenggaraan IPTV ditemukan bahwa perkembangan industri IPTV di Indonesia yang berada dalam fase awal pertumbuhan ini masih berhadapan pada masalah regulasi, keterbatasan infrastruktur jaringan dan manajemen. Disatu sisi pemerintah tetap memberikan kesempatan layanan IPTV tetap berjalan meskipun belum didukung dengan regulasi yang bersifat adaptif dan fleksibel sebagaimana disyaratkan pada layanan konvergensi menyebabkan penyelenggaraan layanan IPTV yang sederhana, fleksibel dengan ciri khas munculnya intergasi secara horizontal belum terwujud. Disisi lain jika pemerintah mengabaikan permintaan industri agar layanan ini dapat berjalan sama saja dengan menutup peluang pemerintah untuk menjadikan industri berbasis konvergensi sebagai mesin pendorong perekonomian dan media pendukung terwujudnya information society di Indonesia. Dilema tersebut menyebabkan pemerintah harus melakukan berbagai kompromi agar IPTV tetap dapat diselenggarakan tanpa melanggar regulasi eksisting. Dengan kondisi infrastruktur jaringan broadband yang belum merata dan kapasitas yang juga belum memadai mendorong pemerintah dan operator untuk melakukan berbagai upaya percepatan pembangunan infrastruktur guna mendukung jaminan kualitas layanan IPTV. Dibutuhkan upaya aktif pemerintah dalam mengelola penyelenggaraan IPTV melalui penerapan fungsi manajemen yang optimal dengan menjalankan peran dan fungsinya sebagai guider, supporter, manager dan coordinator bagi industri konvergensi.

The government organization who are already accommodated IPTV Indonesia for more than five years, provides an opportunity for businessmen of broadcasting and telecommunications to enter new businesses. All of this time, the two operators of IPTV has gained approval for rolling out the service with a number of customers who are still minimal but continue to grow. By using a holistic approach that is STOF model, the research towards how the policy and management that done by the government on organizing the IPTV found that in Indonesia which is in the early phase of growth is still dealing on the regulatory issues, limitations of the network infrastructure and also management. On one side, the government is still giving a chance for IPTV service to continue running the program although not yet supported by regulation that is adaptive and flexible as required on the convergent service causing a simple IPTV service, flexible with characteristic the emergence of horizontal integration have not materialized. In the other side,if the government ignored the request of the industry so that the service can run just the same as the Government's chances to make the industry-based convergence as the engine driving the economy and supporting the realization of media information society in Indonesia. That dilemma causing the government should perform various compromises so IPTV can still be held without breaking existing regulations. With the broadband network infrastructure conditions has not been evenly distributed and capacity also has not adequately encourage the Government and the operators to perform various efforts accelerated infrastructure development to support IPTV service quality assurance. It takes the active efforts of the Government in managing the Organization of IPTV through the application of the optimal management functions with the roles and functions as the guider, supporter, manager and coordinator for the industry convergence.
