ANALISIS KARAKTERISTIK PARKIR PADA BANGUNAN MULTIFUNGSI (Studi Kasus : RSGM Prof. Soedomo)

RSGM Prof. Soedomo adalah rumah sakit khusus untuk penanganan dan perawatan gigi dan mulut yang melayani pasien umum dan merupakan bangunan multifungsi yang memiliki dua fungsi utama yang berjalan dalam satu waktu yang sama, yaitu sebagai rumah sakit dan perguruan tinggi. Dalam penyelenggaraannya, sebuah gedung harus dilengkapi dengan berbagai fasilitas menurut UU 28 tahun 2002 dan salah satunya adalah fasilitas parkir. Selain itu, Kemenhub memiliki pedoman teknis penyelenggaraan fasilitas parkir yang ditulis dalam keputusan direktur jenderal perhubungan darat nomor : 272/HK.105/DRJD/96. Namun di dalam peraturan tersebut belum menggambarkan kebutuhan parkir RSGM Prof. Soedomo sehingga timbul berbagai macam permasalahan parkir di dalam maupun di sekitar kawasan RSGM Prof. Soedomo. Sehingga perlu dilakukan kajian ulang guna mengetahui seberapa besar kemampuan pelayanan yang telah diberikan fasilitas parkir, serta kebutuhan yang masih belum terdapat pada peraturan. Penelitian dilakukan dengan survei plat kendaraan bermotor yang ada di seluruh lokasi parkir kawasan Fakultas Kedokteran Gigi UGM kemudian dibandingkan dengan pedoman teknis penyelenggaraan fasilitas parkir dari Kemenhub. Penelitian juga dilakukan dengan survei wawancara kepada seluruh pelaku kegiatan yang ada untuk melihat komposisi pelaku kegiatan, jumlah moda yang digunakan oleh seluruh pelaku kegiatan, komposisi moda yang digunakan, yang selanjutnya diidentifikasi dengan karakteristik parkir yang perhitungannya menggunakan data dari survei pencatatan plat nomor. Dari hasil analisis karakteristik parkir diperoleh indeks parkir maksimum terjadi di lokasi parkir umum pada parkir mobil dengan nilai 111% yang mana sudah melebihi kapasitas efektif. Dari asil survei wawancara terhadap seluruh pelaku kegiatan RSGM Prof Soedomo jumlah pelaku kegiatan terbanyak adalah mahasiswa dengan jumlah 518 orang dengan komposisi 181 orang menggunakan mobil, 325 orang menggunakan sepeda motor, 2 orang berjalan kaki, dan 5 orang menggunakan sepeda. Perhitungan analisis kebutuhan ruang parkir memperoleh hasil bahwa fasilitas parkir yang ada masih mampu memenuhi permintaan parkir yang terjadi namun tidak dalam kapasitas efektif yang diberikan. Selain itu pedoman teknis yang diberikan oleh Kemenhub belum mampu memperhitungkan kebutuhan ruang parkir yang ada sehingga perlu dilakukan kajian ulang mengenai pedoman teknis penyelenggaraan fasilitas parkir tersebut.

RSGM Prof. Soedomo is a special hospital which provides treatment and dental care for public. This hospital has multifunctional building, which in this case, the building is functioned as hospital and as college at the same time. According to Act 28 Year 2002, RSGM Prof. Soedomo must be equipped with several facilities, and one of them is parking facilities. Furthermore, as written in the Decree of General Director of Land Transportation Number: 272/HK.105/DRJD/96, the Ministry of Transportation has issued technical guidelines in providing appropriate parking facilities. However, this regulation has not been able to be perfectly implemented in RSGM Prof. Soedomo, which causes some problems in and around the hospital area. Therefore, this research aims to determine the service capabilities level of the parking facilities, as well as to identify needs that are not contained in the regulations. This research is conducted through a survey and an interview. The survey allows the researcher to record the license number of all vehicle in hospital parking area, and its results would be compared to the technical guidelines by the Ministry of Transportation. Whereas the interview allows the researcher to observe the composition of the location users, the number of transportation used by all the location users, and the composition of transportation method. All the interview results will be further analysed by relating them to parking characteristics which is calculated using the results of the survey, and as a result, it generates the required amount of parking spaces available. From the analysis of the parking characteristics, it can be seen that the maximum parking index in RSGM Prof. Soedomo is above effective capacity, at 111%. The interview results shown that majority of location users are students (518 people) with the compositions of 181 car owners, 325 motorbike owners, 5 bike owners, and 2 people go on foot. The calculation revealed that the situation of the existing parking facilities is not effective, but it is somehow still able to conform the parking demand.. Moreover, the regulation of the Ministry of Transportation has not been able to consider the existing parking facilities. Thus, the technical guidelines in providing appropriate parking facilities need to be reviewed.
