Dampak Kebijakan Pemekaran Daerah Otonom Baru Terhadap Perkembangan Wilayah Kabupaten Induk Studi Kasus: Kabupaten Gorontalo

Pemekaran wilayah merupakan implementasi dari konsep besar desentralisasi atau pembagian fungsi pemerintahan antara pusat dan daerah. Penelitian ini bertujuan untuk memberikan usulan metode monitoring dampak dari kebijakan pemekaran berdasarkan pendekatan tujuan pembangunan terhadap perkembangan wilayah kabupaten induk. Analisis dalam penelitian ini menggunakan analisis mengenai tata ruang dan analisis ekonomi wilayah. Metode yang diusulkan kemudian diimplementasikan kedalam kasus kabupaten Gorontalo. Pemilihan kabupaten Gorontalo sebagai lokus penelitian didasarkan pertimbangan kabupaten Gorontalo mengalami pemekaran dengan rentang waktu pemekaran yang ideal sebelum dan sesudah pemekaran untuk bisa diteliti, ketersediaan data series yang lengkap dan birokrasi yang mudah untuk perijinan penelitian. Penelitian ini berbasiskan data sekunder, observasi langsung dilapangan dan dokumentasi dengan membandingkan kondisi daerah induk kabupaten Gorontalo pada periode sebelum dan sesudah pemekaran wilayah Daerah Otonom Baru (DOB) kabupaten Gorontalo Utara. Kemudian dengan metode perbandingan sebelum dan sesudah pemekaran akan menghasilkan kesimpulan terkait dampak yang ditimbulkan akibat pemekaran DOB kabupaten Gorontalo Utara terhadap perkembangan wilayah induk kabupaten Gorontalo.

Creation of new disticts is implementation from big concept of decentralization or the allocation of government function between central and local governments. This research has an objective to propose a method for monitoring policy impact of creation new districts based approach to development goals to the development of the distict parent. The analysis in this research are spatial analysis and economic of the region analysis. Method which proposed then implemented in case Gorontalo district. Gorontalo district was selected because Gorontalo district experienced create new district with the ideal time span before and after split with new district, the availability of complete data, and bureaucracy that is easy to research. This research based on secondary data, direct observation, and documentation to compare condition of the parent district in the period before and after create new autonomous district of North Gorontalo. Then with the method of comparison before and after the new autonomous district would lead to the conclusion regarding the impact cause by create new district of the northern Gorontalo to the development of the district of Gorontalo.
