REMUNERASI BERBASIS KINERJA (STUDI UNIT PELAKSANA TEKNIS BALAI PENELITIAN KEHUTANAN MANADO)

Remunerasi berbasis kinerja merupakan penghasilan selain gaji yang diberikan kepada pegawai yang aktif berdasarkan kompetensi dan kinerja, yang merupakan fungsi dari keberhasilan pelaksanaan reformasi birokrasi atas dasar kinerja yang telah dicapai oleh seorang pegawai yang sejalan dengan kinerja yang hendak dicapai oleh instansi. Unit Pelaksana Teknis (UPT) Balai Penelitian Kehutanan (Balithut) Manado merupakan salah satu UPT Kementerian Kehutanan yang berada di Provinsi Sulawesi Utara yang telah menerima remunerasi berbasis kinerja guna meningkatkan kinerja pegawai. Program pemberian Remunerasi berbasis kinerja di Lingkungan Kementerian Kehutanan diberikan berdasarkan Peraturan Presiden Republik Indonesia Nomor 79 Tahun 2013 dilaksanakan sejak tanggal 01 Juli 2013 secara serentak di seluruh UPT Kementerian Kehutanan yang berada di seluruh wilayah Indonesia. Penelitian ini akan menganalisis pelaksanaan program pemberian remunerasi berbasis kinerja bagi para pegawai di UPT Balithut Manado guna meningkatkan kinerja/prestasi kerjanya dan faktor-faktor yang mempengaruhi pelaksanaan program tersebut dengan lokus penelitian hanya pada Calon Pegawai Negeri Sipil (CPNS) dan Pegawai Negeri Sipil (PNS) di UPT Balithut Manado. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskripsi kualitatif dengan menganalisis data primer maupun dan sekunder yang diperoleh di lapangan. Hasil penelitian ini menunjukkan bahwa program pemberian remunerasi berbasis kinerja belum dapat meningkatkan kinerja pegawai di UPT Balithut Manado yang disebabkan karena program tersebut belum terlaksana dengan baik. Penyebab belum terlaksananya program dengan baik karena di dalam Peraturan Menteri Kehutanan Nomor 34/Menhut-II/2014 belum mengatur tentang ketentuan/tata cara melakukan penilaian kinerja pegawai setiap bulannya, sehingga sulit untuk mengukur kinerja pegawai apakah meningkat atau menurun dan pelaksanaan program tersebut belum sesuai dengan Sistem Merit. Meskipun program pemberian remunerasi berbasis kinerja belum terlaksana secara baik, namun terdapat kesesuaian antara realisasi pelaksanaan program dengan pedoman program yang ditunjukkan dengan kepatuhan pelaksana dalam mentaati rambu-rambu penghitungan remunerasi berbasis kinerja, konsistensi antara realisasi pelaksanaan program dengan pedoman program. Konsistensi antara realisasi pelaksanaan program dengan pedoman program pemberian remunerasi berbasis kinerja di UPT Balithut Manado dapat terjadi disebabkan karena beberapa faktor antara lain: (1) Adanya disposisi (komitmen) pelaksana program; (2) Pelaksanaan program telah sesuai dengan Standard Operasional Prosedur (SOP) program dan (3) Kementerian Kehutanan sebagai pelaksana program ditingkat atas telah melakukan kontrol dan audit pada periode tertentu mengenai pelaksanaan program.

Remuneration based on performance is other income than salary to active employees based on competence and performance, which is a function of the successful implementation of bureaucratic reforms based on the performance has been achieved by an employee who is in line with the performance to be achieved by the institution. Forestry Research Institute of Manado is one of technical unit of Ministry of Forestry located in North Sulawesi province has been received remuneration based on performance in order to improve employee performance. Program of providing remuneration based on performance in the Ministry of Forestry according to Regulation of President Republic of Indonesia No. 79 Year 2013. This program was implemented on July 1st, 2013 in all techinical unit of the Ministry of Forestry are located in all regions of Indonesia. This study will analyze implementation of program remuneration based on performance for employees in Forestry Research Institute of Manado in order to improve the performance/work performance and the factors affect to this program implementation with locus research only for Civil Servants Candidate and Civil Servants. The method used in this study is qualitative description. This research indicate that remuneration program based on performance has not been able to improve the performance of employees in Forestry Research Institute of Manado because the program has not going well. The cause of the program has not been going well due to in the Regulation of Forestry Minister No. 34/Menhut-II/2014 has not been set on the provisions/procedures for assessing employee performance each month, so it is difficult to measure the performance of employees is increased or decreased and the implementation of remuneration program is not appropriate to Merit System. In another hands, even though the program of remuneration based performance has not going well, but there is conformity between actual implementation of the program with the guidelines indicated by the compliance program implementers in obeying signs calculating remuneration based on performance, consistency between the realization of the program with program guidelines. Consistency between actual implementation of the program with the guidelines of remuneration program based on performance in Forestry Research Institute of Manado may occur due to several factors, among others: (1) The disposition (commitment) implementing the program; (2) Implementation of the program has been in accordance with Standard Operational Procedure (SOP) program, and (3) the Ministry of Forestry as top level program managers have been control and audit in certain periods on the program implementation.
