PERANAN KOMUNIKASI EFEKTIF ANTARA DOKTER DAN PASIEN SEBAGAI UPAYA PENCEGAHAN MALPRAKTIK DALAM PELAYANAN KESEHATAN

Penelitian mengenai Peranan Komunikasi Efektif antara Dokter dan Pasien sebagai Upaya Pencegahan Malpraktik dalam Pelayanan Kesehatan bertujuan untuk mengetahui pelaksanaan komunikasi efektif antara dokter dan pasien dalam pelayanan kesehatan dan untuk menganalisa peranan komunikasi efektif sebagai upaya pencegahan malpraktik dalam pelayanan kesehatan di Puskesmas Rawat Inap. Penelitian ini merupakan jenis penelitian normatif empiris, yaitu mengkaji ketentuan hukum yang berasal dari data sekunder berupa bahan hukum primer, sekunder, dan tersier; dan dari data primer yang diperoleh dari responden dan narasumber dengan melakukan penelitian di lapangan berupa pengamatan, kuisioner, dan wawancara. Lokasi penelitian yaitu pada empat puskesmas rawat inap di wilayah Kabupaten Agam, Sumatera Barat Hasil penelitian dipaparkan dengan menggunakan metode deskriptif analitis yang menggambarkan pelaksanaan komunikasi antara dokter dan pasien dalam pelayanan kesehatan di Puskesmas Tiku, Puskesmas Lubuk Basung, Puskesmas Baso, dan Puskesmas Palupuh belum berjalan efektif. Kepala Dinas Kesehatan dan Ketua IDI Cabang Agam menyadari bahwa komunikasi efektif wajib dilaksanakan oleh dokter di puskesmas bersama dengan pasien. Sehingga upaya penyembuhan maksimal dapat dicapai, sesuai dengan harapan kedua belah pihak. Pelaksanaan komunikasi efektif dalam pelayanan kesehatan, dengan memenuhi hak dan kewajiban dokter serta pasien memiliki relevansi mencegah terjadinya tuntutan malpraktik. Komunikasi yang berfokus pada kepentingan pasien dan bersama-sama mencari solusi permasalahan dipahami dapat menghindari kesalahan penilaian atau kelalaian terhadap diagnosa serta tindak lanjut pengobatan yang dapat merugikan kedua belah pihak. Upaya penanggulangan tindak pidana (malpraktik) yang bersifat preventif, melalui komunikasi efektif ini perlu dikembangkan demi tercapainya kesejahteraan masyarakat di wilayah kerja puskesmas.

The research on the significance of effective communication between doctors and patients in preventing malpractice in health service aims to see the effective communication practice between doctors and patients in health service and to analyze the significance of the effective communication in preventing malpractice in health service at health centres with inpatient care. This is an empirical normative research in which it studies the law from the secondary data consists of primary, secondary and tertier law materials; and primary data coming from despondences and interviewees by doing field observations in forms of observation, questionnaires, and interviews. The location of research is at four health centers with inpatient care in the district of Agam, West Sumatra. The result is served by using descriptive analytic method in which it shows the practice of communication between doctors and patients in health service at Tiku Health Center, Lubuk Basung Health Center, Baso Health Center, and Palupuh Health Center has not run effectively. The head of Health Department and the head of IMA (Indonesian Medical Association) of Agam understand that effective communication must be carried out by doctors in health centers along with the patient. So that maximum efforts to cure can be achieved, in accordance with the expectations of both parties. Implementation of effective communication in health care, to fulfill the rights and obligations of doctors and patients have relevance prevent malpractice suits. Communication is focused on the interests of patients and together seek solutions to problems can be understood to avoid errors of judgement or negligence of the diagnosis and follow-up treatment that may be detrimental to both parties. Efforts to control crime (malpractice) as preventive methods, through effective communication should be developed to achieve the social welfare, especially in health centers.
