Evaluasi Sistem Pengukuran Kinerja (Studi Pada RSUD Muntilan)

Penelitian ini bertujuan untuk menunjukkan kesesuaian informasi dalam Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) RSUD Muntilan dan Menjelaskan indikator kinerja RSUD Muntilan jika dievaluasi dengan pendekatan OPM&M menggunakan metode alur logika yang diperluas (performance blueprint). Analisis ini menggunakan model performance blueprint yang terdiri dari analisis logic model dan four quadrant analysis. Analisis logic model dilakukan untuk melihat apakah telah terjadi kesesuaian informasi mulai dari dokumen perencanaan hingga pelaporan yang terdiri dari dokumen RENSTRA, RKT, PK, dan LAKIP pada RSUD Muntilan. Analisis empat kuadran dengan menggunakan peta indikator kinerja akan menunjukkan indikator kinerja RSUD Muntilan masuk dalam kategori usaha (kuantitas&kualitas) atau dampak (kuantitas&kualitas). Selanjutnya dari hasil evaluasi, dibuatlah suatu kesimpulan dengan mengemukakan keterbatasan penelitian dan menyampaikan saran-saran perbaikan kepada pihak RSUD Muntilan. Hasil penelitian menunjukkan bahwa pengukuran kinerja yang dilaksanakan RSUD Muntilan telah sesuai dengan PermenPAN Nomor 29 Tahun 2010. Namun dengan begitu, jumlah sasaran kinerja lebih banyak dibandingkan misi. Terdapat program/kegiatan dengan indikator kinerja yang digunakan tidak sejalan. Menurut hasil analisis Performance Blueprint dengan pendekatan analisis empat kuadran, sebagian besar indikator kinerja RSUD Muntilan masih berorientasi pada usaha pemerintah dalam memberikan pelayanan (service-delivery outcome) yaitu sebesar 92 persen dan belum berbasis hasil (community outcome).

This study aims to show the suitability of the information in the Government Performance Accountability System (SAKIP) Muntilan hospitals and Explaining performance indicators of Muntilan Hospitals when evaluated with OPM & M approach using extended logic flow (performance blueprint). This analysis uses the model performance blueprint consists of the analysis of logic models and four quadrant analysis. Analysis of logic models performed to see whether there has been a suitability information ranging from planning to reporting documents consisting of the Strategic Plan document, RKT, PK, and LAKIP on Muntilan Hospital. Analysis of the four quadrants using the map will show the performance indicators Muntilan hospital performance indicators included in the category of effort (quantity and quality) or impact (quantity and quality). Furthermore, from the results of the evaluation, made a conclusion by stating the limitations of the study and submit suggestions for improvements to the Muntilan hospitals. The results showed that performance measurement conducted by Muntilan Hospital in accordance witth existing regulations on Ministry of Administrative Reform and Bureaucratic Reform’s Regulation No. 29 of 2010. However, by doing so, the number of performance targets more than a mission. There are programs / activities with performance indicators used are not in line. According to the results of the analysis of Performance Blueprint with four-quadrant analysis approach, the majority of performance indicators Muntilan hospitals still oriented to the government's efforts in providing services (service-delivery outcomes) that is equal to 92 percent and yet results-based (community outcomes).
