Kepatuhan Operator Angkutan Kota Terhadap Peraturan Daerah Kota Depok No 2 Tahun 2012 Tentang Penyelenggaraan Bidang Perhubungan

Penelitian ini meneliti tentang tingkat kepatuhan operator angkutan kota Depok terhadap Peraturan Daerah Kota Depok No. 2 Tahun 2012 tentang Penyelenggaraan Bidang Perhubungan dan faktor-faktor apa saja yang mempengaruhinya, agar dapat ditemukan rekomendasi yang tepat untuk mengatasi masalah tersebut. Penelitian ini menggunakan metode campuran atau mix methods, metode campuran dipilih karena dapat menjawab berbagai jenis pertanyaan yang tidak mungkin dijawab jika hanya menggunakan hanya salah satu metode. Hasil penelitian ini menunjukan dari kelima aspek pelanggaran terdapat empat aspek yang memiliki tingkat kepatuhan yang rendah yaitu 1) kepemilikan SIM, 2) Kepemilikan dan penggunaan seragam dan KPP, 3) Ketertiban berlalu lintas, dan 4) Kelengkapan administrasi angkutan kota. Sedangkang untuk tarif, masih cukup patuh. Tingkat kepatuhan operator angkutan kota yang masih rendah disebabkan oleh beberapa faktor penyebab, yaitu: 1) identifikasi grup, 2) mengharapkan suatu imbalan dan upaya untuk menghindari hukuman atau sanksi, 3) taraf kesempurnaan mekanisme pengawasan terlaksananya peraturan, 4) terlalu kakunya kewajiban-kewajiban ekonomis-material yang dibebankan kepada para pengemudi, 5) sistem penindakan terhadap pelanggaran lalu lintas yang kurang serasi, 6) adanya keinginan untuk mencari keuntungan dengan cepat diantara anggota masyarakat dan 7) adanya ketidakpastian hukum atau ketidakjelasan ukuran kebijakan. Dari hasil analisis kemudian menghasilkan rekomendasi untuk memperbaiki isi kebijakan yang belum memiliki sanksi yang jelas, pembinaan terhadap petugas yang melakukan pembiaran terhadap pelanggaran, menambah fasilitas penunjang transportasi seperti halte, dan rambu-rambu serta membentuk suatu badan usaha bagi angkutan kota Depok agar pengawasan terhadap operator angkutan kota dapat lebih baik.

This research focusing to look at the level of adherence to the Depok’s transport operators Depok City Local Regulation No. 2 of 2012 on the Implementation of the Field of Transportation and any factors that influence it, in order to find appropriate recommendations to resolve the issue. This study uses a mixture or mixed methods, mixed methods chosen because it can answer different types of questions that are not likely to be answered if only to use only one method. These results indicate a violation of the fifth aspect, there are four aspects that have a low level of compliance: 1) SIM ownership, 2) Possession and use of uniform and KPP, 3) Order traffic, and 4) Completeness of city transport administration. As for rate, is still pretty obedient. The level of compliance of city transport operator is still low due to several factors, namely: 1) identification of the group, 2) expect a reward and an attempt to avoid punishment or sanctions, 3) the level of perfection of the mechanism of monitoring the implementation of regulations, 4) too rigidity of obligations economic-material charged to the driver, 5) enforcement system against traffic violations that are less harmonious, 6) the desire to seek quick profits among community members and 7) legal uncertainty or ambiguity policy measures. From the analysis and then make a recommendation to improve the content of policies that do not yet have clear sanctions, coaching against the officer who made the omission of the offense, adding to transportation supporting facilities such as bus stops, and signs and form a business entity for Depok city transport in order to supervise the operator city transport can be better.
