STRATEGI PELESTARIAN KAWASAN CAGAR BUDAYA DI PULAU SERANGAN BALI

Penelitian ini membahas upaya pelestarian situs-situs cagar budaya di Pulau Serangan dalam menanggapi perencanaan reklamasi Teluk Benoa. Penelitian terhadap keberadaan situs-situs cagar budaya di Pulau Serangan merupakan penelitian berbasis Kawasan Cagar Budaya. Pulau Serangan merupakan Pulau yang terletak di Kecamatan Denpasar Selatan, dengan dilengkapi keberadaan situs-situs cagar budaya yang unik dan k untuk dipelajari. Terdapat enam Situs Cagar Budaya di Pulau Serangan, yakni Pura Dalem Sakenan, Pura Susunan Wadon, Pura Dalem Cemara Lima, Masjid Assyuhada, Makam Bugis kuno, dan Rumah Adat Bugis. Keenam Situs tersebut saat ini berada dalam potensi ancaman karena perencanaan reklamasi Teluk Benoa, yaitu kawasan Pulau Serangan yang berstatus sebagai kawasan konservasi perairan akan berubah menjadi kawasan pemanfaatan umum. Hal tersebut menjadikan keberadaan situs-situs cagar budaya di Pulau Serangan rentan terhadap potensi ancaman fisik dan juga ancaman non fisik (sosial budaya) dari perubahan status kawasan Teluk Benoa. Beranjak dari hal tersebut, maka dalam kerangka analisis akan digabungkan dua sampel analisis yakni analisis nilai penting dan analisis potensi ancaman. Analisis nilai penting mengacu pada identifikasi dari setiap Situs Cagar Budaya, sedangkan analisis potensi ancaman mengacu pada dampak ikutan dari perilaku budaya masyarakat Bali terhadap perkembangan pembangunan Bali. Strategi pelestarian dibagi dalam tiga aspek, yakni aspek perlindungan, pengembangan, dan pemanfaatan. Ketiga aspek pelestarian tersebut mewakili unsur pelestarian terhadap Kawasan Cagar Budaya di Pulau Serangan Bali. Metode penelitian menggunakan model penalaran induktif. Dalam identifikasi nilai penting dan potensi ancaman menggunakan pendekatan manajemen sumberdaya budaya (cultural resource management). Perangkat manajemen sumberdaya budaya yang dimaksud terdiri atas identifikasi situs-situs cagar budaya, penentuan nilai penting situs-situs cagar budaya dan identifikasi tingkat ancaman yang ada sehingga diperoleh strategi pelestarian yang tepat. Teknik analisis bersifat kualitatif, yakni dengan mengidentifikasi masing-masing komponen nilai penting serta potensi ancaman terhadap keberadaan situs-situs Cagar Budaya di Pulau Serangan.

This research focus on the preservation strategy of the cultural heritage sites in Serangan Island responding to the Benoa bay reclamation program. This research is based on cultural heritage study. Serangan Island is island located in the South Denpasar district which has several unique cultural heritage sites that are worth to study. There are six cultural heritage sitesin Serangan island. They are Dalem Sakenan temple, Susunan Wadon Temple, Dalem Cemara Lima Temple, Assyuhada Mosque, anchient Bugis burial plot, and Bugis Custom House. Those six sites are in danger due to the Benoa bay reclamation programe because the former of maritim conservation area will be transformed into public services. In addition, the program is valued to harm those sites both phisically and socioculturally. According to that problem, there are two formulations in this analysis. They are significance value analysis and threat potential analysis. The significance value analysis refers to the identification from each site of the cultural heritage, and the threat potential analysis points to the following impact of the Balinese culture towards the development of Bali. The Strategies of preservation consists of three aspects. They are protection aspect, development aspect, and utilization aspect. Those three strategy aspects are represented by the elements of cultural heritage area preservation of Serangan Island in Bali. The method employed in this research was inductive reasoning model. To identify the significance value and the threat potential the researcher employed cultural resources management. The cultural resource management mean in this research were the cultural heritage sites, the determination of the significance value of the cultural heritage sites and the determination of the threat potential to compose the appropriate strategy of preservation. This was a qualitative research which was identifying of the significance value and the threat potential on the existence of heritage sites in Serangan Island.
