Peran Diplomasi Komersial dalam Pengembangan Industri Smelter Bauksit di Indonesia

Industri smelter bauksit di Indonesia mengalami perkembangan yang begitu pesat. Selain diakibatkan oleh adanya pemberlakuan UU No.4 Tahun 2009 Tentang Pertambangan Mineral dan Batubara, pesatnya perkembangan industri smelter bauksit ini juga diakibatkan oleh besarnya investasi asing yang ditujukan untuk merealisasikan pembangunan smelter bauksit di Indonesia. Masuknya investasi asing pada industri smelter bauksit di Indonesia memunculkan suatu teka-teki. Biaya yang dibutuhkan untuk membangun suatu smelter bauksit tidaklah sedikit. Sedangkan, smelter itu sendiri merupakan suatu hal yang baru di dunia pertambangan Indonesia. Penelitian ini akan mengungkap adanya promosi investasi smelter bauksit yang dilakukan oleh Indonesia untuk menarik investasi asing tersebut. Promosi investasi adalah salah satu bentuk aktivitas diplomasi komersial. Perwujudan diplomasi komersial Indonesia akan diamati dengan menggunakan kerangka diplomasi komersial Potter yang dikembangkan berdasarkan strategi promosi investasi Wells dan Wint untuk mengetahui pola yang tersusun. Hasil penelitian menunjukkan bahwa perwujudan diplomasi komersial Indonesia memiliki pola yang berbeda-beda disesuaikan dengan obyek sasaran promosi investasinya. Jika merujuk pada kerangka diplomasi komersial Potter, maka pola yang seharusnya tersusun akan berupa tahap aktivitas networking and public relations, intelligence, contract negotiator of implementation, promotion of FDI, problem-solving. Promotion of FDI adalah aktivitas utama, sedangkan keempat aktivitas lainnya adalah aktivitas dukungan dalam diplomasi komersial. Pola demikian ditemukan sepenuhnya dalam konteks Jepang, namun tidak sepenuhnya dalam konteks China.

Bauxite smelter industry in Indonesia has developed so rapidly. It is not only caused by the implementation of Law No.4 of 2009 on Indonesia's mineral and coal mining, but also Foreign Direct Investment (FDI) flows that are intended to realize bauxite smelters in Indonesia. The flows of FDI on bauxite smelter industry raise a question. Cost required to build a bauxite smelter is high. Meanwhile, smelter is something new in Indonesia's mining. This research will reveal the role of bauxite smelter investment promotion conducted by Indonesia to attract such FDI flows. Investment promotion is one form of commercial diplomacy activities. The manifestation of Indonesia's commercial diplomacy will be observed by using Potter's commercial diplomacy framework which is developed under Wells and Wint's investment promotion strategy to determine pattern arranged. The result shows that Indonesia's commercial diplomacy manifested in different patterns, depend on each targeted object of Indonesia's investment promotions. Referring to Potter's commercial diplomacy framework, the pattern should be arranged in the form of stages: networking and public relations, intelligence, contract negotiator of implementation, promotion of FDI, problem-solving. Promotion of FDI is the primary activity, while four other left are the supportive activities of commercial diplomacy. Thus the pattern is found entirely in the context of Japan, but not entirely in the context of China.
