Strategi Komunikasi Pusat Informasi dan Konseling Remaja Kabupaten Sleman untuk Mewujudkan Remaja Bebas Resiko "TRIAD KRR"

INTISARI Pembangunan sebuah bangsa selama ini tidak lepas dari peran komunikasi pembangunan untuk menyebarkan pesan program-program pembangunan. Pembangunan untuk mewujudkan generasi muda yang sehat adalah sebuah keniscayaan yang harus diwujudkan oleh suatu bangsa sebagai bagian dari upaya mempertahankan keberlangsungan bangsa di masa depan. Pusat Informasi dan Konseling Remaja (PIKR) dibentuk oleh BKKBN untuk memainkan peran strategis sebagai sebuah lembaga untuk mengkomunikasikan pesan pembangungan remaja kaitannya dengan resiko penyalahgunaan Narkotika, seks bebas dan HIV/AIDS (TRIAD KRR). Strategi komunikasi mewujudkan perilaku remaja bebas resiko TRIAD KRR diteliti agar bisa menggambarkan secara holistic praktek strategi dengan latar situasi Kabupaten Sleman yang beragam dinamika masyarakatnya. Penelitian ini menggunakan metode penelitian kualitatif-deskriptif dengan pendekatan studi kasus. Hasil penelitian menunjukkan beberapa temuan yaitu 1).Strategi komunikasi PIKR di Kabupaten Sleman tidak mempunyai sistem evaluasi. 2). Strategi komunikasi PIKR di Kabupaten Sleman sangat kuat diintervensi oleh pemerintah. 3). Strategi Komunikasi PIK-R Kabupaten Sleman masih mengindikasikan model strategi komunikasi uniform (single approach) yang tidak peka dengan otonomi dan kebutuhan lokal yang berbeda-beda.

ABSTRACT Development of a nation during the time can't be separated from the role of development communication to deliver the message of the development programs. That development process to create the healthy young generations is certainly must be formed by a nation as a part of the efforts to maintain nation (unity) in the future. Pusat Informasi dan Konseling Remaja (PIKR) which is formed by BKKBN to play a strategic role as an organization to communicate and deliver the adolescent development message as the connection with the risk of drug abuse, free sex and HIV/AIDS (TRIAD KRR). The purpose of the communication strategy in order to create a condition in which the adolescents are free from TRIAD KRR risk as the object of this research is to explain the holistically practice of the strategy with the kind community dynamics situation background of Sleman Regency. This research method is descriptive-qualitative with case study approach. The research result showed: 1). Communication strategy of PIKR in Sleman Regency have no evaluation system. 2). Communication strategy of PIKR in Sleman Regency was strongly interventioned by the government. 3). Communication strategy of PIKR in Sleman Regency indicate the uniformity (single approach) communication strategy model, which it does not sensitive with the autonomy and difference of local needs.
