VALUASI EKONOMI SITUS WARISAN BUDAYA ISTANA SIAK DI KABUPATEN SIAK PROVINSI RIAU

Situs warisan budaya Istana Siak merupakan peninggalan kerajaan melayu Islam terbesar di Kabupaten Siak. Wisatawan mancanegara yang berkunjung ke Provinsi Riau hanya sedikit yang berkunjung ke Istana Siak, padahal Istana Siak merupakan objek wisata utama Provinsi Riau. Hal tersebut disebabkan kurangnya preservasi terhadap pelestarian kawasan warisan fisik budaya Istana Siak. Penelitian ini bertujuan mengestimasi nilai ekonomi, mengetahui faktor-faktor yang memengaruhi jumlah kunjungan individu ke Istana Siak dan mengestimasi nilai heritage Istana Siak. Teknik penelitian yang digunakan adalah Travel Cost Method. Travel Cost Method dianalisis melalui regresi berganda dengan metode Ordinary Leas Square (OLS), di mana dalam penelitian ini variabel dependennya adalah jumlah kunjungan individu, sedangkan variabel independennya terdiri dari travel cost, pendapatan, lama pendidikan, umur, dummy kualitas, dan dummy subtitusi. Hasil estimasi regresi yang telah diuji, diperoleh surplus konsumen yang dapat dianalisis lebih lanjut menjadi nilai ekonomi dan nilai heritage Istana Siak, selain itu hasil regresi ini dapat diketahui hubungan antara jumlah kunjungan individu ke Istana Siak dengan faktor-faktor yang memengaruhi jumlah kunjungan tersebut. Pada hasil analisis regresi diperoleh bahwa travel cost, pendapatan, lama pendidikan, umur, dummy kualitas dan dummy subtitusi signifikan memengaruhi jumlah kunjungan individu. Hasil penelitian menunjukkan besarnya surplus ekonomi per individu ke Istana Siak pada tahun 2013 berada pada interval Rp914.699,44 sampai dengan Rp5.241.115,63 dengan rata-rata Rp2.633.719,21. Dengan mengalikan surplus konsumen dengan jumlah pengunjung maka didapatkan nilai ekonomi dari objek wisata situs warisan budaya Istana Siak berada pada interval Rp83.272.725.121,87 sampai dengan Rp477.182.613.300,97 dengan rata-rata sebesar Rp239.789.599.359,61 per tahun. Hasil penelitian juga menunjukkan nilai heritage yang dihitung berdasarkan nilai ekonomi dikurangi penjumlahan nilai tanah dengan nilai bangunan yaitu sebesar Rp143.343.099.359,61.

Cultural heritage sites the Palace of Siak is the largest Islamic Malay Kingdom in Siak Regency. Foreign tourists who visited the province of Riau few who visited the Palace of Siak, whereas Siak Palace is the major attractions of Riau Province, Indonesia. That is because the factor lack of preservation of the physical cultural heritage area conservation Siak Palace. This research aims at to know economic value, knowing the factors that affect the number of individual visits to the Palace of Siak and knowing the value of heritage the Palace of Siak. Research techniques used is Travel Cost Method. Travel Cost Method analyzed through multiple regression with the method of Ordinary Least Square (OLS), where the dependent variable in this study is the number of individual visits, while its independent variables consisted of travel cost, income, education, age, old dummy for quality, and dummy substitution. Regression estimation results that have been tested, the consumer surplus gained can be analyzed further into economic value and the value of heritage the Palace of Siak, besides these regression results can be known to the relationship between the number of individual visits to the Palace of Siak to factors that affect the number of visits. On the results of the regression analysis showed that the travel cost, income, length of education, age, quality and dummy substitution significantly affect the number of individual visits. The results show the magnitude of the economic surplus per individual to Siak Palace in 2013 is in the interval Rp914.699,44 to Rp5.241.115,63 with an average Rp2.633.719,21. By multiplying the consumer surplus with the number of visitors so he found the economic value of the attraction of cultural heritage sites Siak Palace is in the interval Rp83.272.725.121,87 to Rp477.182.613.300,97 with an average of Rp239.789.599.359,61 per year. The results also show that the heritage value is calculated based on the economic value minus the sum of the value of the land with the building that is equal to the value of Rp143.343.099.359,61.
