HUBUNGAN SISTEM PEMBIAYAAN KESEHATAN MELALUI BADAN PENYELENGGARA JAMINAN SOSIAL DENGAN MUTU ASUHAN KEPERAWATAN DI RUANG RAWAT INAP RUMAH SAKIT UMUM DAERAH dr. R. GOETOENG TAROENADIBRATA PURBALINGGA

Latar Belakang:Mutu pelayanan rumah sakit dapat dilihat dari segi aspek-aspek sebagai berikut : aspek klinis (pelayanan dokter, perawat dan terkait teknis medis), aspek efisiensi dan efektifitas pelayanan, keselamatan pasien, dan kepuasan pasien. BPJS merupakan badan yang menyelenggarakan program jaminan sosial agar terpenuhinya kebutuhan dasar hidup yang layak bagi setiap Peserta dan/atau anggota keluarganya. Semenjak adanya BPJS pada tahun 2014 jumlah pasien di RSUD dr. R. Goetoeng Taroenadibrata mengalami kenaikan sekitar 5%. Tujuan:Mengetahui hubungan sistem pembiayaan kesehatan melalui BPJS terhadap mutu asuhan keperawatan di ruang rawat inap rumah sakit umum daerah dr. R. Goetoeng Taroenadibrata Purbalingga. Metode:Penelitian ini merupakan penelitian deskriptif analitik kuantitatif dengan rancangan cross sectional, dilakukan pada bulan Desember 2014 � Januari 2015 dengan 211 rekam medis. Data dikumpulkan dengan menggunakan Instrumen SAK (Standar Asuhan Keperawatan) dari Depkes 2005 yang terdiri atas instrumen A dan B. Hasil: 90,8% penerapan asuhan keperawatan dengan katagori baik. Persepsi mutu asuhan 75,7% dalam katagori baik. Kesimpulan: Tidak ada hubungan yang berarti antara sistem pembiayaan kesehatan melalui BPJS dengan penerapan standar asuhan keperawatan di ruang rawat inap RSUD dr. Goetoeng Taroenadibrata Purbalingga, namun terdapat hubungan dengan persepsi pasien terhadap mutu asuhan keperawatan.

Background: The quality of hospital services can be viewed in terms of the following aspects: clinical aspects (care physicians, nurses and medical technical related), aspects of the efficiency and effectiveness of care, patient safety and patient satisfaction. BPJS is the body that organizes the social security program in order to fulfill the basic needs of a decent life for each participant and / or their family members. Since the BPJS in 2014 the number of patients in dr. R. Goetoeng Taroenadibrata increased about 5%. Purpose: Knowing the relationship of health financing system through BPJS to the quality of nursing care in the public hospital inpatient areas dr. R. Goetoeng Taroenadibrata Purbalingga. Method: This research is quantitative descriptive analytic with cross sectional study, conducted in December 2014 - January 2015 with 211 medical records. Data was collected using instrumens SAK (Standar Asuhan Keperawatan) of the Depkes 2005 which consists of instrumens A and B. Result: 90.8% implementation of nursing care with good category. Perceived quality of care 75.7% in good categories. Conclusion: There is no significant relationship between the health financing system through BPJS with the application of standards of nursing care in inpatient room dr. Goetoeng Taroenadibrata Purbalingga, but there is a relationship with the patient's perception of the quality of nursing care.
