PELAKSANAAN SISTEM INA-CBGs (INDONESIAN CASE BASED GROUPS) BERDASARKAN UNSUR MANAJEMEN (5 M) DI RSJD DR. RM SOEDJARWADI KLATEN PROVINSI JAWA TENGAH

Latar Belakang: Asuransi nasional yang berkembang saat ini di Indonesia adalah asuransi BPJS yang mulai berlaku sejak 1 Januari 2014. Sebagai pola pembayaran kepada fasilitas kesehatan tingkat lanjutan digunakan INA-CBGs (Indonesian Case Based Groups) yaitu aplikasi yang digunakan sebagai aplikasi pengajuan klaim asuransi di Rumah Sakit, Puskesmas dan semua penyedia pelayanan kesehatan (PPK). Hasil studi pendahuluan yang dilakukan peneliti di RSJD Dr. RM Soedjarwadi Klaten Provinsi Jawa Tengah diketahui bahwa sistem INA-CBGs mulai diaplikasikan sejak tahun 2010 untuk asuransi Jamkesmas dan mulai 1 Januari 2014 digunakan untuk asuransi BPJS. Tujuan: Penelitian ini bertujuan untuk mengetahui gambaran umum pelaksanaan Sistem INA-CBGs (Indonesian Case Based Groups) berdasarkan Unsur Manajemen (5 M) yaitu Man, Money, Materials, Machines, and Methods di RSJD Dr. RM Soedjarwadi Klaten Provinsi Jawa Tengah. Metode Penelitian: Jenis penelitian yang dilakukan adalah penelitian deskriptif dengan pendekatan kualitatif menggunakan rancangan penelitian studi kasus (case study). Hasil: Man dalam pelaksanaan sistem INA-CBGs di RSJD Dr. RM Soedjarwadi Klaten Provinsi Jawa Tengah adalah 7 orang petugas Rekam Medis dan 2 orang petugas PDE. Tidak ada dana khusus dalam pelaksanaannya. Material penunjang pelaksanaan sistem INA-CBGs memadai namun terdapat kendala yaitu masalah gangguan jaringan internet yang menghambat pembuatan SEP. Machines (mesin) yang dibutuhkan adalah 5 unit komputer dan 2 unit printer. Belum terdapat SOP dalam pelaksanaan entry data ke aplikasi INA-CBGs. Terjadi keterlambatan entry data ke aplikasi INA-CBGs karena terlambat masuknya berkas rekam medis rawat inap pasien yang sudah pulang ke bagian coding.

As the pattern of payments to an advanced level of health facilities used INA-CBGs (Indonesian Case Based Groups) which is an application that used as the application filing insurance claims in Hospitals, health centers and all health care providers (PPK). The results of a preliminary study conducted by researchers at RSJD Dr. RM Soedjarwadi Klaten Central Java Province is known that the INA-CBGs began to be applied since 2010 for insurance Jamkesmas and began January 1st, 2014 are used for BPJS insurance. Objective: This study aimed to describe the general implementation of INA-CBGs System (Indonesian Case Based Groups) based on Element Management (5 M) which is Man, Money, Materials, Machines, and Methods in RSJD Dr. RM Soedjarwadi Klaten Central Java Province. Method: Kind of this research is descriptive study with a qualitative approach using case study design (case study). Results: Man in the implementation of the INA-CBGs in RSJD Dr. RM Soedjarwadi Klaten, Central Java Province is 7 Medical Records officer and two officers of PDE. There is no special fund in its implementation. Materials that supporting the implementation of the INA-CBGs was adequate but there are obstacles which is Internet network problems that impede the making of SEP. Machines (machines) that required is 5 units computers and 2 units of printers. Yet there is not SOP in the implementation of the data entry application to the INA-CBGs. There was delay in the entry of data into the application of INA-CBGs due to the return of inpatient medical record file to the coding unit was late.
