PERENCANAAN KAWASAN WISATA DI PESISIR MEURAXA MENGGUNAKAN KONSEP RECREATIONAL WATERFRONT

Masalah spasial utama yang menghambat proses tumbuh dan berkembangmya sektor pariwisata pesisir di Kecamatan Meuraxa (Kota Banda Aceh) adalah kurangnya panataan elemen fisik di zona-zona rekreasi. Elemen fisik untuk kegiatan rekreasi tidak memadai dan tidak sesuai kebutuhan pengunjung. Kurangnya pengawasan dan perawatan elemen fisik tersebut juga memberi kesan kumuh di zona-zona rekreasi pesisir. Hal ini diperparah dengan kurangnya panataan alur sirkulasi dan pola pergerakan pengunjung, terutama di zona rekreasi yang langsung bersebelahan dengan zona berintensitas-kegiatan tinggi seperti pelabuhan. Masalah-masalah tersebut menjadi urgensi utama penulis dalam merencanakan kawasan pesisir Meuraxa menjadi kawasan wisata yang tertata, terintegrasi dan sesuai dengan kebutuhan minat rekreasi masyarakat. Metode yang digunakan untuk mengatasi permasalahan spasial tersebut adalah: 1.Menyebar angket ke pengunjung kawasan secara berkala untuk mendapatkan gambaran dan penilaian tentang kebutuhan elemen fisik rekreasi; 2.Menyediakan jalur khusus pelabuhan sehingga tidak terjadi penumpukan pengguna kendaraan pada satu jalur di dua kawasan berintensitas kegiatan tinggi dan 3.Membagi kawasan menjadi delapan spot rekreasi dengan tema berbeda dan sesuai kebutuhan dari kuantifikasi hasil angket. Ketiga strategi tersebut kemudian diaplikasikan sejalan dengan konsep perencanaan kawasan yaitu recreational waterfront. Transformasi konsep ke dalam desain kawasan perencanaan tergambarkan dalam spot-spot rekreasi berupa : 1. Spot Rekreasi Pantai Cermin; 2. Pusat Olahraga Outdoor; 3. Pusat Perbelanjaan Cindera Mata; 4. Convention Center; 5. Pusat Informasi dan Edukasi; 6. Gelanggang Budaya; 7. Mall; dan 8. Taman Kuliner. Produk akhir dari proses perencanaan ini diilustrasikan dalam gambar dua dimensi dan tiga dimensi. Hasil perencanaan ini kemudian diharapkan mampu menumbuh-kembangkan sektor pariwisata pesisir di Kecamatan Meuraxa, Kota Banda Aceh.

The main spatial problem which hinders the growing and developing process of tourism sector in coastal area of Meuraxa sub-district (Banda Aceh) is the lack of physical elements structuring in the recreational zones. The physical elements for recreational activities are not adequate and not meeting the needs of visitors. The lack of monitoring and treatment upon the physical elements eventually renders a slum image to the coastal recreational zones. This circumstance is also worsened by the lack of flow circulation structur and visitors' movement pattern, particularly in the recreational zones which are directly adjacent to cities with high-intensity activities such as port. These matters become the writer's focal urgency in planning the coastal area of Meraxa to be an orderly, integrated and suitable for people's need of recreation. The methods used to overcome those spatial problems are as follows: 1) Distributing questionnaires to the visitors periodically in order to generate figures and valuation about the urgency of physical recreational elements; 2) Providing special port lane in the two areas with high-intensity activities to avoid congestion on a single lane by cars; and 3) Dividing the area into eight recreational spots equipped with diverse themes, which fulfill the needs inferred from quantified questionnaire. The three strategies are then applied in accordance with the planning concept called recreational waterfront. The transformation of concept into planning area design is described in recreational spots, which are: 1) Pantai Cermin Recreational Spot; 2) Outdoor Sport Center; 3) Souvenirs Shopping Center; 4) Convention Center; 5) Information and Education Center; 6) Cultural Arena; 7) Mall; and 8) Culinary Park. The final product (findings) of this planning is illustrated in two-dimensional and three-dimensional figures. These outputs are also expected to contribute to the growth and development of tourism sector in the coastal area of Meuraxa sub-district, Banda Aceh.
