PROTOTYPE APLIKASI LAYANAN INFORMASI PERTANAHAN UNTUK PPAT MENGGUNAKAN WEB SERVICES

Pejabat Pembuat Akta Tanah (PPAT) adalah mitra Kepala Kantor Pertanahan, di bidang pendaftaran tanah. Karena itu, PPAT dituntut untuk berperan aktif terhadap suksesnya pendaftaran tanah, salah satunya yaitu melayani pembuatan akta sebagai bukti telah dilakukannya perbuatan hukum mengenai hak atas tanah atau hak milik atas satuan rumah susun. Namun, di dalam hubungan kerjasama antara PPAT dan BPN RI selama ini belum terlaksananya otomasi sistem pelayanan dan administrasi pengelolaan pertanahan terpadu, sehingga berdampak pada kualitas pelayanan kepada masyarakat. Maka dari itu, diperlukan teknologi untuk memfasilitasi ke dua pihak, yaitu aplikasi layanan informasi pertanahan untuk PPAT berbasis Web Services. Melalui protokol SOAP dan dibantu toolkit NuSoap, basis data pertanahan yang tersimpan di server dapat diakses dengan menggunakan berbagai platform untuk berbagai keperluan. Keamanan pada akses basis data dapat ditingkatkan karena layer data dan layer presentasi dipisahkan oleh Arsitektur N-Tier. Proyek aplikatif ini bertujuan untuk membuat aplikasi layanan informasi pertanahan untuk PPAT secara online. Aplikasi dibangun dengan membuat simulasi server basis data pertanahan pada lingkungan lokal kemudian untuk mengaksesnya menggunakan teknologi Web Services oleh client. Proyek aplikatif ini dimulai dengan analisis kebutuhan pengguna melalui kuisioner dan studi literatur. Kemudian dari hasil analisis tersebut dapat dimodelkan dalam bentuk diagram visual Unified Modeling Language (UML). Melalui UML dapat dimodelkan menu-menu yang akan digunakan pada pembuatan aplikasi. Menu-menu utama yang disediakan oleh aplikasi yaitu Cek Sertipikat Berdasarkan NIB dan Cek Sertipikat Berdasarkan No. Hak. Hasil akhir dari proyek aplikatif ini yaitu aplikasi layanan informasi pertanahan untuk PPAT menggunakan Web Services. Melalui pengujian yang dilakukan dengan beberapa tahapan, disimpulkan bahwa aplikasi ini dapat membantu PPAT dalam menjalankan tugas-tugasnya sebagai mitra BPN RI.

PPAT is Chief of Land Office is partner in cadastral affairs. Therefore, PPAT is required to be active to the success of cadastral affairs, for example making legal acts concerning land rights or property rights to the apartment units. However, the corporate connection between PPAT and Land Office is has not been automation system administration services and integrated land management, so it has an impact on the quality of service to the public. Therefore, technology is needed to facilitate the two sides, namely application of land information services for PPAT using Web Services. Through the SOAP protocol and assisted NuSOAP toolkit, the land database stored on the server can be accessed using a variety of platforms for many purposes. Security in database access can be improved because the data (layer) and the presentation layer are separated by N-Tier Architecture. The applicative project aims to create an application of land information services in online manner. Applications was built with the simulation of land database server on the local environment and use technology to access Web Services by the client. The project was started with the user needs analysis using questionnaires and literature studies. Subsequently, from the results of the user needs analysis can be modeled in visual diagram of the Unified Modeling Language (UML). UML can make model of the menus that will be used in the making of the application. The main menus which are available on the application are Check Certificates Based on NIB and Check Certificate Based No. Hak. The result of this applicative project is land information service application for PPAT using Web Services. By making use of the tests performed with several stages, it can be concluded that this application can help PPAT in carrying out duties as a partner BPN RI.
