Atas dasar tersebut, policy paper ini merekomendasikan dua alternatif kebijakan dengan tujuan supaya perlindungan magang bisa memenuhi Decent work Indicators for internship milik Wulansari (2025), yakni Symmetrical Consent in starting employment, Wages/Pocket Money, Decent Working time, Right to learning in work practices, Social dialogue, dan Work Protection.

According to Article 1 of Ministry of Education, Culture, Research, and Technology Regulation No. 63 of 2024, student internships are a form of learning in higher education. This activity provides practical and contextual experience in the workplace to support the achievement of graduate learning outcomes in accordance with the competencies of the academic program. However, the implementation of internships in Indonesia is considered not yet fully equitable, as there are still practices that do not prioritize the principle of fairness.

This paper uses Gadjah Mada University as the research site. Data collection for this study was conducted through questionnaires and in-depth interviews with participants who agreed to be interviewed in depth. A total of 23 UGM students completed the questionnaire, and 10 of them agreed to be interviewed further. This study also took into account relevant parties, such as internship partners, academic programs, LLDIKTI, and student organizations. The data collected points to a tendency among students to be unaware of their legal rights, a lack of commitment on the part of stakeholders, and dilemmas that make it difficult to formulate equitable policies.

The first alternative proposes a restructuring of the macro-policy set out in Ministry of Education, Culture, Research and Technology Regulation No. 63 of 2024 to introduce sanctions for parties that fail to fulfil their rights and obligations. This alternative also proposes that degree programmes ensure a cooperation agreement is in place before student work placements commence. The second alternative focuses on improving the implementation of Ministry of Education, Culture, Research and Technology Regulation No. 63 of 2024.

Ministry of Education, Culture, Research, and Technology Regulation No. 63 of 2024 stipulates in Articles 15 and 29 the rights of student interns to receive protections such as a stipend, social security, transportation, and so on. Based on this, this policy paper recommends two policy alternatives aimed at ensuring that protections for interns meet the “Decent Work Indicators for Internships” outlined by Wulansari (2025), namely: Symmetrical Consent at the start of employment, Wages/Pocket Money, Decent Working Hours, the Right to Learn on the Job, Social Dialogue, and Workplace Protection. This alternative provides a fair implementation framework, namely by strengthening the role of educational institutions and developing guidelines for academic placements that incorporate principles of fairness, as set out in Article 29 of Ministry of Education, Culture, Research and Technology Regulation No. 63 of 2024 concerning the minimum protection criteria to which students are entitled whilst undertaking academic placements.
