Keempat dimensi right to the city menurut Harvey tidak terpenuhi secara utuh.

This study examines the revitalization of the Kayutangan Heritage area in Malang City as a process that gradually leads to gentrification through shifts in power relations among the government, capital, and local residents. It investigates how a revitalization process that appears inclusive can gradually erode people’s right to the city through mechanisms that are not physically visible, including narrative construction, knowledge asymmetries, and rising prices. This study employs a qualitative case study approach, analyzed through David Harvey’s right to the city theory and gentrification theory. Data were collected through in-depth interviews, policy document analysis, and direct observation along the Jalan Basuki Rahmat corridor. The findings indicate that the revitalization project has succeeded as an urban development initiative but has fallen short in delivering justice for local residents. The four dimensions of the right to the city, as conceptualized by Harvey, have not been fully realized. Local residents experience exclusion through economic pressures, public order regulations, and the appropriation of the heritage narrative they have developed.
