As part of corporate sustainability strategies, the circular economy (CE) is gaining increasing attention. Rather than examining how the CE is constructed within the sustainability discourse, most previous research has focused on evaluating its implementation and measuring its performance. Through this study, the CE discourse in the sustainability reports (SR) of Fast-Moving Consumer Goods (FMCG) companies, such as PT Unilever Indonesia Tbk and PT Indofood Sukses Makmur Tbk, for the 2021–2025 period is examined to determine how this construction positions CE within the dynamics of the sustainability transition. The analysis was conducted on the SR of both companies and the “Indonesian Circular Economy Roadmap 2025–2045” document, using the Multi-Level Perspective (MLP) theoretical framework and Michel Foucault’s discourse analysis as the primary approaches to interpret the construction of meaning, the positioning of actors, and discursive boundaries within the SR. The research findings indicate that pressures at the landscape level, such as the plastic waste crisis, global sustainability demands, and regulatory developments, are not represented as consequences of the FMCG industry’s business model. Instead, the companies consistently frame these as external threats that must be addressed. At the MLP regime level, SR frames CE as a strategy that integrates efficiency, innovation, and collaboration into existing business logic, thereby positioning sustainability as aligned with economic growth. At the niche level, the innovations developed focus more on improving recycling, reducing the use of new plastic, and operational efficiency rather than systemic changes to production and consumption systems. The findings of this study indicate that the representation of CE in SR reflects how established regimes adapt to sustainability pressures rather than representing systemic transformation.
