pengumpulan data berupa wawancara mendalam, studi dokumentasi, observasi media
sosial Instagram @lenggerbicara, dan analisis sumber online. Kerangka analisis
menggunakan perspektif institusionalisme historis dengan konsep path
dependence (Mahoney, 2001), critical juncture (Capoccia &
Kelemen, 2007; Soifer, 2012), negotiated order (Strauss, 1978), dan political
broker (Gould & Fernandez, 1989).
daerah, mengindikasikan terbentuknya trajektori institusional baru berbasis
apresiasi dan legitimasi pemerintah daerah.
This study aims to
analyze the negotiation process between the Banyumas Regency Government and
artists in shaping a new interpretation of Banyumasan Lengger art through the
Lengger Bicara Festival. This study stems from the condition of Lengger art,
which has experienced layers of historical stigma, creating a state of path
dependence. This study employs a descriptive qualitative method, utilizing data
collection techniques such as in-depth interviews, documentary analysis,
observation of the Instagram account @lenggerbicara, and analysis of online
sources. The analytical framework employs a historical institutionalism
perspective, incorporating the concepts of path dependence (Mahoney, 2001),
critical juncture (Capoccia & Kelemen, 2007; Soifer, 2012), negotiated
order (Strauss, 1978), and political broker (Gould & Fernandez, 1989). The
research findings indicate that the Lengger Bicara Festival functions as a
“critical juncture,” characterized by a void of meaning and the convergence of
actors with differing resources who are mutually dependent. Negotiations take place
through three informal channels: initiatives and responses, the exchange of
resources, and the production of discourse through the media. The Banyumas
Regency Arts Council (DKKB) acts as a political broker that bridges the
interests of the actors and constructs a new narrative in the public sphere.
The outcome of the negotiations is a colossal dance performance featuring
10,000 lengger dancers. Social media observations indicate a predominance of
positive sentiment. Additionally, the festival’s inclusion in the tourism
calendar.
