Pemanfaatan Citra Pleiades untuk Menilai Tingkat Kenyamanan Jalur Sepeda Menggunakan Metode Bicycle Level of Service (BLOS) di Kota Surakarta

Tingginya kepadatan penduduk dan jumlah kendaraan bermotor di Kota Surakarta meningkatkan kebutuhan akan transportasi alternatif ramah lingkungan seperti sepeda. Meskipun demikian, kondisi fisik beberapa jalur sepeda di Kota Surakarta masih banyak yang belum optimal sehingga dapat mengurangi kenyamanan pesepeda. Penelitian ini bertujuan untuk: (1) menguji tingkat akurasi citra Pleiades dalam mengekstraksi data yang digunakan, serta (2) mengevaluasi tingkat kenyamanan jalur sepeda di Kota Surakarta berdasarkan metode Bicycle Level of Service (BLOS). 

Metode yang digunakan untuk menganalisis kenyamanan jalur sepeda adalah metode Bicycle Level of Service (BLOS). Data penelitian bersumber dari citra Pleiades perekaman tahun 2021, survei lapangan, serta data sekunder dari instansi terkait. Parameter yang digunakan antara lain volume lalu lintas, jumlah lajur kendaraan searah, kondisi permukaan jalur, volume kendaraan berat, batas kecepatan efektif di jalan, serta lebar efektif lajur terluar yang digunakan pesepeda. Hasil analisis BLOS divisualisasikan dalam bentuk peta dan divalidasi melalui survei persepsi pengguna jalur sepeda. 

Hasil penelitian menunjukkan bahwa citra Pleiades mampu mengekstraksi data panjang segmen dengan akurasi sebesar 99,47%, lebar jalur sepeda sebesar 89,42%, lebar jalan kendaraan sebesar 95,71%, panjang jembatan sebesar 99,68%, serta panjang fitur-fitur jalan sebesar 92%. Sementara itu, data panjang halte memiliki akurasi sebesar 45,15% sehingga tidak memenuhi batas minimum akurasi. Citra Pleiades juga tidak dapat mengidentifikasi objek marka jalur sepeda, marka zig-zag, serta rambu larangan parkir dan berhenti. Keterbatasan disebabkan karena kondisi objek yang usang atau rusak di lapangan, tertutup vegetasi, atau berukuran lebih kecil dari resolusi spasial citra. Selain itu, hasil analisis BLOS menunjukkan bahwa 30 segmen (71,43%) termasuk kelas Tidak Nyaman (E), 8 segmen (19,05%) termasuk kelas Kurang Nyaman (D), dan 4 segmen (9,52%) pada kelas Sangat Tidak Nyaman (F). Hasil ini bertentangan dengan hasil validasi karena sebagian besar responden menyatakan bahwa mereka merasa nyaman bersepeda pada segmen yang diteliti. Perbedaan hasil disebabkan karena BLOS merupakan metode yang dikembangkan untuk jalur sepeda yang terpisah secara fisik dari kendaraan bermotor. Oleh karena itu, diperlukan pengembangan model spasial untuk jalur sepeda yang masih bercampur dengan kendaraan bermotor agar penilaian tingkat kenyamanan dapat lebih sesuai. 

The high population density and volume of motor vehicles in Surakarta have increased the need for environmentally friendly alternative modes of transportation, such as bicycles. However, the physical characteristics of some bicycle lanes provided by the Surakarta City Government are still insufficient, which can reduce cyclists' comfort. This study aims to: (1) test the accuracy of Pleiades imagery in extracting the data used, and (2) evaluate the comfort level of bicycle lanes in Surakarta City based on the Bicycle Level of Service (BLOS) method. 

Method used to analyze the comfort level of bicycle lanes is the Bicycle Level of Service (BLOS) method. The data for this study were sourced from Pleiades imagery acquired in 2021, field surveys, and secondary data from relevant institutions. The parameters used include traffic volume, the number of lanes for vehicles traveling in the same direction, lane surface conditions, the volume of heavy vehicles, the effective speed limit on the road, and the effective width of the outermost lane available for cyclists. The results of the BLOS analysis were visualized as a map and validated through a survey of bicycle path users' perceptions. 

The research results show that Pleiades imagery is capable of extracting data on segment length with an accuracy of 99,47%, bicycle lane width 89,42%, vehicle road width 95,71%, bridge length 99,68%, and the length of road features 92%. Meanwhile, the accuracy of bus stop length data was 45,15% which did not meet the minimum accuracy threshold. Pleiades imagery was also unable to identify bicycle lane markings, zig-zag markings, or no-parking and no-stopping signs. These limitations were due to objects being worn or damaged in the field, obscured by vegetation, or smaller than the spatial resolution of the imagery. Additionally, the BLOS analysis results indicate that 30 segments (71,43%) are classified as Uncomfortable (E) class, 8 segments (19,05%) as Less Comfortable (D), and 4 segments (9,52%) as Very Uncomfortable (F) class. These results contradict the validation findings as the majority of respondents stated that they feel comfortable cycling the segments studied. The difference in results is due to the fact that BLOS is a method developed for bike lanes that are physically separated from motor vehicles. Therefore, it is necessary to develop a spatial model for bike lanes that are still mixed with motor vehicles so that comfort level assessments can be more accurate.
