ABSTRACT
This study aims to analyze the influence of individual factors (attitude, subjective norm, and perceived behavioral control), social factors (perceived organizational listening quality and participative communication), as well as organizational climate on external whistleblowing intention, with additional analysis on internal whistleblowing intention. Using the perspective of the theory of planned behavior (TPB) and social exchange theory (SET), this study focuses on state civil apparatus (ASN) with street level bureaucracy criteria in the Yogyakarta City Government. Primary data were collected through distributing questionnaires with a likert scale of 1–6 and resulted in 126 respondent samples that were feasible to be analyzed. The data analysis technique used the Partial least squares-structural equation modeling (PLS-SEM) method with the help of SmartPLS 4 software.
The results showed that in the testing of external whistleblowing intention, perceived behavioral control and subjective norms had a positive and significant effect. Perceived organizational listening quality also had a positive and significant effect at the 10% significance level. On the other hand, attitude had a negative and insignificant effect, while participative communication had a positive but insignificant effect and organizational climate had a negative but insignificant effect on external whistleblowing intention. In the additional analysis for internal whistleblowing intention, perceived behavioral control and perceived organizational listening quality were proven to have a positive and significant effect, while attitude, subjective norms, participative communication, and organizational climate had no significant effect. These findings indicate that perceived behavioral control is the most consistent factor in influencing ASN whistleblowing intention. In addition, ASN whistleblowing intention tends to be more related to beliefs about self-ability and perceptions that the organization listens to and appreciates employee voices rather than personal attitudes and organizational climate conditions alone.
